VPU Context: The Digital Transformation Vertical Vice Presidency was established on July 1, 2024, and guides the World Bank Group efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. Digital technologies, including AI and data, present a unique opportunity to accelerate development. The Digital Transformation Vertical has the critical mission of delivering on this development promise. The Digital Vice Presidency and its global and regional teams support client countries in building the foundational and cross-cutting elements of digital transformation.
Department Context:
The World Bank’s Digital Public Infrastructure & Services (DPI & Services) Department helps countries build high-impact, user-centric services at scale. This includes leveraging expertise in digital public infrastructure (DPI) and service delivery to support digitalization across sectors and unlock benefits for people, businesses, and governments. The DPI & Services Department is also home to the cross-department Identification for Development (ID4D) and Digitalizing Government-to-Person-Payments (G2Px) programs, and the new World Bank Group Global DPI Program. 
The DPI & Services Department provides holistic support for digital services with a focus on (1) digital service building blocks, including DPI systems (digital identity, trust services, and data sharing) and integrated architecture for digital public services, (2) enablers, including leadership and policy, service design, and capacity building, and (3) adoption of digital services across sectors, including a focus on digital G2P payments, social protection, financial inclusion, health, agriculture, and women’s economic empowerment. 
As part of the Digital & AI Vertical Vice Presidency, the DPI & Services Department contributes to the World Bank’s broader mission of enabling digital economies and societies through two pillars: Digital Foundations (e.g., data infrastructure, AI, cybersecurity) and DPI and Services (e.g., digital government, digital economy, digital society). The program is also aligned with cross-cutting priorities such as gender, climate, and FCV contexts.
Duties and accountabilities:   PKI & eSignatures – DPI Trust Services Enablement
The position will provide specialist expertise to support WKDPI's work on trust services, including digital signatures, e-seals, and timestamps, which are core enablers of trusted digital transactions. The role is primarily internal-facing and focuses on developing reusable technical assets, architectures, and standards to support World Bank teams implementing trust services at scale.
DPI Trust Services Architecture & Standards
•  Develop and maintain a Reference Architecture repository for PKI and Certification Authority (CA) services aligned with DPI principles.
•  Define integration patterns for signature validation and remote signing services.
•  Create a "DPI trust module" specification for use in DPI stacks.
•  Document Architectural Decision Records (ADRs) for key design choices.
Standards Baselines and Profiles
•  Maintain standards baselines for signature creation and validation (OCSP, CRL).
•  Develop options and guidance for root CA models (government-operated, contracted, hybrid).
•  Provide guidance on technical implementation of trust concepts (advanced vs. qualified services) and their applicability across different country contexts.
Reusable Assets and Toolkits
•  Create a requirements library covering PKI/CA technical and operational requirements.
•  Develop procurement-ready template clauses and quality assurance checklists.
•  Maintain a pattern catalog for embedding e-signatures and e-seals into government workflows.
Internal Advisory and Rapid Review Support
•  Review technical annexes, concept notes, and procurement documents for Bank-financed operations on request.
•  Run office hours and clinics to provide rapid technical advisory to task teams.
•  Advise on government-developed CA specifications and gap assessments.
Scaling & Knowledge Transfer
•  Prepare learning materials including guidance notes and slide decks for internal audiences.
•  Identify and document operating models for sustainable CA implementation (public, private, hybrid).
•  Deliver enablement sessions for Bank teams working on trust services components.

Selection Criteria

•  Education: Advanced degree (Master's or equivalent) in Computer Science, Information Security, Engineering, or equivalent field.
•  Experience: 10+ years of experience in PKI, digital signatures, and trust services, including demonstrated experience in at least one project of implementing or enhancing PKI and CA infrastructure.
•  Technical Depth: Hands-on experience with Root/Sub CAs, Registration Authority (RA) processes, certificate lifecycle management, OCSP/CRL services, and Hardware Security Module (HSM) operations.
•  Standards Knowledge: Understanding of X.509/CRL/OCSP standards; familiarity with ETSI-aligned signature formats (XAdES, PAdES); grounding in cryptographic key management and secure-by-design patterns.
•  Asset Development: Demonstrated experience defining reusable technical requirements, procurement specifications, and reviewing complex technical deliverables.
•  Advisory Skills: Ability to communicate complex technical topics to mixed audiences including non-technical stakeholders; strong written and facilitation skills.
•  Cross-border Interoperability: Knowledge of cross-border trust frameworks (e.g., eIDAS, AfCFTA, ASEAN frameworks) and their implications for PKI design.
•  Preferred: Familiarity with eIDAS regulatory frameworks; prior experience working with the World Bank or other international development organizations.
•  Problem-solving mindset and ability to work in a fast-paced, dynamic environment
