IFC is seeking to recruit a Manager for PPP Transaction Advisory in Europe. IFC’s Europe region aims to accelerate the energy transition, promote innovation, strengthen competitiveness and connectivity, and deepen capital markets – to protect and create jobs.  IFC advances these priorities by mobilizing private capital alongside targeted advisory and investment solutions that help economies grow sustainably and inclusively. Within this agenda, the PPP team helps government’s structure and bring to market bankable, commercially robust PPP transactions that crowd in private investment and deliver high-quality, affordable, and efficient infrastructure and social services.

The PPP Manager for Europe must have significant market and industry experience to help grow and develop IFC’s PPP business in the region. S/he will play a crucial role leading the regional team in Europe, overseeing the implementation of IFC’s PPP Transaction Advisory strategy, and developing key client and government relationships. S/he will be an integral part of the Europe regional management team and a member of the global PPP management team. 
The position will be based in Vienna, Austria and will report to the Division Directors in Europe. 

Duties & Accountabilities:
•  Develop the regional strategy for PPP advisory business, in partnership with the country managers, PPP global, and where applicable, the World Bank with a focus on strategic priorities, FCS and high impact projects.
•  Originate, execute, and manage a pipeline of mandates and programs in PPPs across the region in the infrastructure and public services sectors with a good balance between strategic priorities, geographic distribution and country mix. 
•  Provide oversight in drafting key transaction reports and project documentation i.e. due diligence and transaction structuring reports, pre-qualification and bidding terms of reference, and transaction contracts and agreements, etc.
•  Establish key business and development targets, with a focus on impact, financial sustainability and FCS countries. 
•  Manage the financial and operational risks in the portfolio.
•  Foster strong relationships with World Bank Group counterparts to identify collaboration opportunities and to enhance business delivery at the country level. 
•  Develop IFC’s “brand” in the PPP sector, build up relationships with key regional stakeholders across the PPP sector, including sponsors, investors, regulators, donors and NGOs, in close coordination with relevant internal stakeholders. 
•  Be part of and actively contribute to the Europe Management Team.
•  Lead and manage a specialized team based across the region and ensure the team has the required skills, is high-performing, well-motivated, innovative, well-trained, has clear deliverables and is committed to the success of IFC in Europe:


Selection Criteria

•  Master’s degree or equivalent professional qualification in finance, business, law, public policy, consulting or equivalent with a minimum of 12 years relevant experience.  A background which combines one or more of these areas of experience is preferred. 
•  Commitment to development and a proven track record showing alignment with the World Bank Group and IFC's mission, strategy and values.
•  Significant physical and social infrastructure and/or public services advisory transaction experience with proven success in developing client relationships and executing mandates in difficult environments;
•  Capacity to build strong client relationships that lead to results oriented and development focused partnerships.
•  Strong track record of business delivery, demonstrated investment experience, superior business judgment and established professional credibility.
•  Strong technical understanding of the investment and advisory businesses, including product development, structuring, client relationship management, credit and equity skills and superior risk management.
•  A track record of innovation in developing and structuring products to support investment in emerging markets
•  Ability to represent IFC externally and to develop and manage relationships with clients, government, media, donors, and other stakeholders. 
•  Ability to make decisions, take accountability and hold others accountable for results.
•  Demonstrated ability to lead effectively and manage a large and dispersed team in a dynamic and multicultural environment.
•  Ability to work collaboratively with superior influencing, facilitation and interpersonal skills. Recognized as a team player, leader and strategic thinker and thought leader.
•  Strong written and verbal communications skills.
