Organizational Context and Scope

Under the overall supervision of the Chief, Global Shared Services Centre (GSSC) Human Resources Hub (HR Hub) and the direct supervision of the HEAD, Human Resources Administration Unit (Local) (HRAUL), and in close collaboration with Regional Offices (Ros), Country Offices (COs), and Headquarters (HQ) Divisions, the Human Resources Officer will be responsible for the delivery of standardized, efficient, and client-oriented HR services under IOM’s global shared services model.

The incumbent will support multiple Cos and organizational units by ensuring timely, accurate, and compliant execution of HR processes in line with IOM policies, delegated authorities, service level agreements (SLAs), and internal control frameworks, while actively contributing to process harmonization, continuous improvement, and systems-enabled service delivery. 

Responsibilities

Under the overall guidance of the Head, HRAUL, the incumbent will be responsible for the following duties, with a strong emphasis on shared services operations: 

Process Review and Optimization 

  • Lead the systematic review, redesign, and streamlining of HR processes delivered by the GSSC, ensuring consistency, efficiency, and scalability across client entities. 
  • Identify opportunities for automation, standardization, and simplification in line with global shared services best practices. 

Service Performance and Governance 

  • Define and document Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) for new and revised HR processes, ensuring clear accountability and measurable service delivery outcomes. 
  • Support continuous improvement by monitoring process performance and proposing corrective actions as needed. 

Policy, Authority, and Compliance Mapping 

  • Assess and map policy implications arising from redesigned processes, in coordination with relevant policy focal points. 
  • Review and document the delegation of authority, ensuring alignment with revised processes, risk thresholds, and internal control requirements. 

Systems and Digital Enablement 

  • Map and assess WAVE system implications of new or revised HR processes, in close liaison with system owners. 
  • Design and support the development of new electronic forms and workflow configurations in HR systems to enable streamlined and standardized processes. 
  • Identify and document ticketing system implications, including request categorization, routing, escalation paths, and reporting requirements, in coordination with GSSC systems focal points. 

Standardization and Documentation 

  • Lead the standardization of HR templates across the GSSC, including but not limited to offers of appointment, contract amendments, and separation letters, ensuring compliance and consistency across client entities. 
  • Draft and maintain Standard Operating Procedures (SOPs) for each new or revised process, clearly defining roles, responsibilities, controls, and service timelines. 

Approval Frameworks and Inter-Unit Coordination 

  • Draft and maintain a revised approval matrix reflecting updated processes, system workflows, and delegations of authority. 
  • Explore and promote synergies with HRAUI and other corporate HR stakeholders on common processes, tools, and service delivery models to avoid duplication and ensure harmonization across the organization. 

Impact 

The role directly contributes to the effectiveness of the Global Shared Services Centre by enhancing operational efficiency, improving service quality, strengthening compliance, and enabling scalable HR services through standardization and digital solutions.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or, 
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Working experience in administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines; 
  • Previous working experience in an international organisation is an advantage; 
  • Previous working experience in Global Shared Services Centres is highly desirable; and,
  • Familiarity with the UN common system or similar systems is an advantage. 

Skills

  • Ability to prepare clear and concise reports; and, 
  • A high degree of computer literacy is required, including A.I. tools. 

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
