ORGANIZATIONAL BACKGROUND

The IRC was present in Sudan from 1981 to 2009. In November 2019, the IRC re-registered in Sudan and opened a main office in Khartoum, with programming beginning in 2020. The IRC expanded into non-SAF-controlled regions of Darfur and South Kordofan in 2024. It is currently operational in the states of Al Jazeera, White Nile, Gedaref, River Nile, Blue Nile, South Kordofan, West Darfur, Central Darfur, and North Darfur, including a satellite office in Tunaydbah (Gedaref). The IRC’s impact groups are vulnerable individuals impacted by conflict and crisis, including women, children, the elderly, persons with disabilities, refugees, mixed populations, and host communities.

In South Kordofan, the IRC implements Health, Environmental Health (WASH), Economic Recovery and Development, and Women’s Protection and Empowerment programming.

POSITION OVERVIEW

IRC seeks a dynamic leader and program strategist to fill the Economy Recovery and Development (ERD) Coordinator role. Under the supervision of the Sudan West Deputy Director of Programs (DDP) and with technical support from global and Regional Advisors, the ERD Coordinator will lead and oversee the IRC’s emergency response in cash and voucher assistance and other basic needs assistance delivered both directly and with local partners, including multipurpose cash assistance (MPCA). The position will support the IRC to respond to this immediate crisis with speed and quality interventions and position the IRC for future recovery programming, including emergency livelihoods, agriculture, and market support programming. This role requires strong operational judgement to deliver high-quality programming in a highly constrained environment, including limited financial service provider (FSP) options, access challenges, and reliance on local partners.

The ERD Coordinator will identify specific growth opportunities for the IRC, including in future market-based recovery programming for livelihoods and agriculture sectors, and develop strategic directions for the country program for cash-based programming, including cash across outcomes. The ERD Coordinator will identify specific opportunities for local partnerships with CSOs and NGOs in a partner-first approach. They will serve as the key liaison with local and international implementing partners, the Cash Working Group/Cash Based Response Working Group, and other relevant cluster coordination platforms, municipalities, as well as governmental partners and other stakeholders.

Major Responsibilities

Program Management and Quality

  • Ensure ERD delivery models are fit-for-purpose given operational constraints (e.g. limited FSPs, hawala, cash-in-hand, hybrid systems). 

  • Lead high-quality program design and implementation in line with IRC standards, humanitarian principles, and the Outcomes and Evidence Framework. 

  • Drive adaptive management by using monitoring data, PDM, and community feedback to continuously refine programs. 

  • Ensure strong systems for targeting, verification, accountability, and protection mainstreaming. 

  • Lead development and regular review of work plans and spending plans, ensuring programs are effective, timely, and scalable. 

  • Conduct regular field visits to monitor progress, identify challenges, and implement corrective actions. 

  • Assess and mitigate operational risks (access, liquidity, partner capacity) and ensure programs remain realistic and feasible. 

  • Liaise with Technical Advisors to ensure tools, guidance, and best practices are integrated into programming. 

  • Promote integration of CVA across sectors to enhance program quality and impact. 

Business Development, Grant Monitoring & Reporting

  • Support the proactive identification and monitoring of funding opportunities aligned with ERD’s strategic priorities.

  • Lead narrative and budget proposal inputs for new funding opportunities, in coordination with the DDP and grants team.

  • Ensure effective grant management through active participation in Project Cycle Meetings and regular monitoring of work plans and deliverables. 

  • Oversee the establishment of strong M&E systems to support data-driven decision-making and reporting. 

  • Ensure timely, high-quality internal and donor reporting in line with requirements. 

  • Work closely with finance, logistics, and grants teams to ensure compliance, budget management, and efficient use of resources. 

  • Develop and standardize reporting tools and ensure regular field-level reporting. 

  • Produce regular internal updates highlighting progress, trends, and contextual changes. 

Representation, Coordination, and Advocacy

  • Represent IRC in the Cash Working Group and relevant coordination platforms, contributing to alignment on CVA approaches. 

  • Engage with FSPs, market actors, and stakeholders to identify practical and scalable delivery solutions. 

  • Contribute to system-level discussions on CVA feasibility and scale in hard-to-reach contexts. 

  • Support evidence-based advocacy grounded in field realities. 

Partnerships & Localisation

  • Lead a partner-first approach, working closely with national NGOs in program design and implementation. 

  • Strengthen partner capacity in CVA delivery, program quality, and accountability systems. 

  • Ensure clear roles, responsibilities, and coordination mechanisms between IRC and partners. 

  • Promote equitable partnerships and meaningful partner engagement in decision-making.

Staff Management and Development

  • Lead and structure a lean ERD team, ensuring clarity of roles and avoiding single points of failure. 

  • Supervise, coach, and mentor staff to strengthen technical capacity and performance. 

  • Oversee capacity-building plans in collaboration with Technical Advisors, fostering a culture of learning. 

  • Ensure effective performance management, including clear objectives, regular feedback, and formal reviews. 

  • Hold regular one-to-one meetings and support staff development and wellbeing. 

  • Lead recruitment and onboarding of ERD staff. 

  • Foster a collaborative, solutions-oriented team culture suited to high-pressure environments. 

  • Ensure compliance with IRC policies, including the IRC Way, and uphold high professional standards.

  • Other duties as assigned by the supervisor to enable and develop IRC programs

Professional Standards

  • Ensure that gender, protection, and environmental stewardship are mainstreamed in all programming under direct responsibility.

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to senior management, and when liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

  • Other duties as assigned by the supervisor to enable and develop IRC programs.

  • Adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies as a requirement of the IRC.

QUALIFICATIONS

  • Bachelor’s degree in international development, economics, business administration, agronomy or a related field required; Master’s degree (MA/MS/MBA) an asset. 

  • Minimum 5 years of professional experience in humanitarian and emergency response, with strong experience in cash and voucher assistance (CVA), food security and livelihoods, economic recovery, and/or enterprise development. 

  • Demonstrated experience working in complex, insecure, and volatile environments, with strong resilience and ability to adapt to challenging living and working conditions. 

  • Solid technical expertise in CVA and basic needs programming, market-based programming, livelihoods and agricultural programming in conflict-affected contexts. 

  • Proven experience conducting needs and market assessments and translating analysis into context-appropriate program design and solutions. 

  • Strong program and project management skills, including design, proposal development, budgeting, planning, reporting, and monitoring and evaluation. 

  • Experience working with multi-agency consortia and/or a strong understanding of in-country cash coordination mechanisms (e.g., Cash Working Groups) is a strong asset. 

  • Proven leadership experience, including the ability to manage, coach, mentor, and build the capacity of teams and partners. 

  • Demonstrated ability to work across different modalities, including direct implementation, technical advisory, training, and capacity strengthening. 

  • Strong partnership skills, with a genuine commitment to working with local and national NGOs and relevant authorities. 

  • Excellent communication and interpersonal skills, with the ability to represent the organisation and liaise effectively with external stakeholders. 

  • Proven experience integrating gender equality and inclusion into programming, with a strong commitment to Do No Harm and anti-racist approaches. 

  • Strong organisational skills, with the ability to prioritise and manage multiple demands in fast-paced and unstable environments. 

  • Personal qualities: collaborative, flexible, culturally sensitive, able to perform under pressure, and maintain a positive and solutions-oriented mindset. 

  • Proficiency in Microsoft Office (Word, Excel, Outlook). 

  • Fluency in English required; Arabic an asset.
