This is to announce that Amman delegation has a vacancy for Regional Political and Information Analyst NAME at the Operation Unit in Amman, Jordan.

This new position of Regional Information Analyst for NAME will combine regional support (60%) with more specific support to the Jordan delegation’s management to inform and advise on key political environments’ evolutions (40%). As Regional Information Analyst NAME, the position is part of the Trend, Reputation, Analysis and Knowledge (TRAK) team is a well-established team, strongly connected to security, emergency and global risks situations, providing quality and timely analysis of open-source information to support and facilitate decision making for crisis response and risk anticipation & mitigation. The position will also be closely working with the Humanitarian affairs team, which enables the delegation to understand and influence the wider humanitarian environment. Through identifying and interpreting relevant content, the Regional Information Analyst will inform and counsel the delegation on the political developments and changes in the overall environment, including security dynamics. 

S/he identifies, maintains and broadens relations with key national stakeholders, analysts and experts, regional fora/organizations in Jordan, and facilitates the Delegation’s access to a wide network of interlocutors to reinforce the analysis of the regional/national context dynamics. 

The regional Information Analyst closely collaborates with the Amman Head of Delegation, the regional management team, other Regional roles, including through close collaboration with COM regional counterparts, in view to provide actionable information analyses, reports and insights on issues, events and trends reported on in open sources and which might have an impact on ICRC operations, acceptance and security in the region. The Regional Information Analyst (RIA) NAME uses his/her regional expertise, knowledge of contexts and languages to assess the quality of information gathered, and to make sense of the information and data while bridging it with internal knowledge.  

By looking for facts, assessing and validating the credibility of information and sources, the information analyst provides an objective complementary reading of conflict and violent environments and therefore contributes to reinforcing the ICRC identity of a neutral and independent humanitarian (NIHA) actor in the region. 

General Duties:

  • Be aware of the delegations’ objectives and activities
  • Understand the three components of the Red Cross/Red Crescent Movement
  • Apply the security rules at all times
  • Respect and observe the staff regulations of the ICRC in Jordan.
  • The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.

RELATIONSHIPS

  • Reports to Head of Amman delegation for the red line (holidays, appraisals, analysis and networking in Jordan) and to TRAK Deputy Head of Unit for the blue line (on methodology, analytical coordination and trainings; both regional and cross-regional).
  • Complies with security rules dictated by the delegation in Amman.
  • Operational priorities and objectives are agreed upon between OP/NAME, Heads of Delegation and TRAK
  • Request by OP/NAME are formulated directly to the TRAK regional information analyst NAME
  • Is integrated in Regional hub for operational direction and transversal collaboration
  • Participates in regional coordination mechanisms, including TRAK/COM/Region periodical meetings
  • Coordinates with Regional Com, COM HoS/GVA and ES officers in the region’s delegation for optimum complementarity, information sharing and analysis.
  • Interacts and coordinates with other regional capacities that relate to information and data management/analytics so to ensure complementary approaches.
  • Connects with TRAK global IA network to share information, exchange on métier practices and stay abreast of new tools.

ACCOUNTABILITIES AND RESPONSIBILITIES

Using information and data from a wide range of open sources:

Ÿ Provides in-depth analyses focused and advises the Jordan delegation’s management on Jordanian politics and its regional impacts across NAME.

Ÿ Collaborates closely with the other NAME Regional Info Analyst in view to work in a complementary manner and support the Head of Amman Regional Delegation, the regional management team, other regional expertise in NAME – including regional COM by providing contextualized and targeted information analysis on regional operational and strategic themes and trends.

Ÿ Anticipates information needs and proposes sustainable information analysis services based on the regional team and the delegation’s needs and priorities. Adds value to information by assessing the veracity or quality of information and sources, connecting the dots, curating and summarizing key content, adding political reading and contextual knowledge and making recommendations.

Ÿ Actively participates in coordinated cross-regional analytical research efforts with the global TRAK team to provide the institution with nuanced and multi-perspective views of complex and interconnected developments.

Ÿ Carries out tailored in-depth research and contributes to the analysis (quantitative and qualitative) on specific thematic issues and political developments of interest. Identifies existing and emerging influential online voices and networks and opportunities to engage with them.

Ÿ Monitors and alerts at an early stage on issues and risks that can potentially impact on ICRC operations, security and/or reputation in the region and shares an early reading.

Ÿ In times of crisis and emergencies, actively supports colleagues involved in crisis response mechanisms at HQ and in concerned delegations through monitoring and analysis, with a specific focus on security, protection and reputation, as well as regional dynamics & geopolitics. This also includes providing ad hoc ES support for short durations to delegations on special requests.  

Ÿ Closely collaborates with other regional subject matter experts (PROT/OSI, prot/data, glob, assist, com,…) for the establishment of a regional transversal and complementary approach to data and information; to better use and bridge internal and external sources and information.

Ÿ Co-leads the response to information analysis requests requiring regional & contextualized information analysis

Ÿ Acts as a reference in verified sources of information and data quality for open-source data projects.

Ÿ Co-coordinates collective monitoring, research and analysis efforts with ES officers and information analysts in delegations in the region.

Ÿ In cooperation with the existing NAME COM counterparts, ensures optimum information sharing among ES officers in the region and other members of the network, coordinates, organizes and feeds Ginkgo’s spaces that are relevant to his/her region.

Ÿ Supports in coordinating with local external analytical service providers (think tanks, NGOs, media, universities…) and identify relevant sources and events for the Region (thematic webinars, panel discussions, reports…)

Ÿ Implements TRAK processes, methodologies and best practices on (crisis) information analysis and disseminates these among ES officers and information analysts in the region;

Complies with data privacy rules of the organization, and other guidelines and procedures in place.

PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED

  • University degree in communication, journalism, political science, conflict studies, international relations or another relevant field
  • 10+ years of overall professional experience. At least 3-5 years of professional experience in monitoring and analyzing open-source information to support decision making, including & preferably in the humanitarian field
  • Excellent computer skills: advanced MS Word, Excel and PowerPoint essential, knowledge of data visualization tools an asset
  • Excellent writing skills (English) including the ability to communicate research findings and analysis in written form
  • Fluency in English and Arabic
  • Professional knowledge of French a strong asset
