Project Context and Scope: The EU-funded IOM project “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)” aims at contributing to Ukraine’s trade facilitation and economic recovery through improving flows of essential goods through border crossing points (BCPs) and support the enhanced resilience and business continuity of Ukrainian border and migration authorities in the context of the ongoing Russian war against Ukraine.Within the project IOM aims to support the Government of Ukraine in further development and maintenance of the ICT solution for queue management at IABCPs also known as “єЧерга” (“eQueue”), implemented by the Ministry for Communities and Territories Development of Ukraine and supported by Ukrtransbezpeka as the experimental project in collaboration with other Government actors.
Organizational Department / Unit to which the Consultant is contributing: Migration and Border Management Programme. IB.0345 “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)”.
Responsibilities
Tasks to be performed:
a. Development & Maintenance
Develop and maintain user interfaces of the “eQueue” system using modern JavaScript frameworks (Vue.js / Nuxt 3 / Tailwind / TypeScript).
Ensure high performance, accessibility, and cross-browser compatibility.
Implement modular, scalable architecture compatible with large public-sector systems.
Improve mobile and desktop experiences and implement UI flows for citizens and border authorities.
b. Collaboration & Project Coordination
Participate in Agile development processes (Scrum/Kanban), sprint planning, refinement, and delivery.
Work closely with backend teams, UX designers, and government stakeholders to translate requirements into functional UI components.
Prepare technical specifications, wireframes, UI documentation, and API integration requirements.
c. API Integration & System Interoperability
Integrate REST APIs and external services into frontend applications.
Ensure secure and reliable data interactions between system modules.
Collaborate on developing public/business-facing digital services within the “eQueue” ecosystem.
d. Quality Assurance & Optimization
Conduct code reviews, implement automated checks, and ensure adherence to coding standards.
Optimize UI for performance (Core Web Vitals), SEO, and Lighthouse/PageSpeed indicators.
Troubleshoot issues, monitor UI errors, and proactively enhance system reliability.
e. Documentation & Reporting
Maintain technical documentation in Confluence / Jira / Notion.
Contribute to UI/UX guidelines, API usage docs, and component libraries.
Provide monthly progress reports, estimations, and recommendations to IOM and Ministry stakeholders.
f. Other Duties
Participate in workshops, technical discussions, and meetings with government agencies and partners.
Support user onboarding through documentation, guides, and training sessions when needed.
Perform such other duties as may be assigned.
Qualifications
Education, Experience and/or skills required:
- Higher technical education in information technology, Applied Mathematics, or a related field.
- Over 8 years of professional experience in frontend development (Vue.js, Nuxt.js, JavaScript/TypeScript).
- Proven experience of software development for systems administered by Ukrtransbezpeka, related systems or other systems administered by Government in Ukraine is considered a strong asset.
- Proven experience in large-scale, high-load projects and platforms with complex UI logic.
- Experience with public sector / governmental digital solutions.
- Deep understanding of REST API integration, state management (Pinia, Vuex), and modern SPA/SSR architectures.
- Strong competence in HTML5, CSS3, SCSS, TailwindCSS, Webpack/Vite.
- Experience creating and optimizing WordPress-based platforms with custom themes/plugins and REST integrations.
- Knowledge of CI/CD, GitFlow, Docker, Linux environments.
- Ability to create structured documentation, user flows, and technical specifications.
- Experience with Nuxt 3 + Composition API and building multi-module platforms.
- Experience developing mobile-friendly interfaces and cross-platform solutions.
- Experience with microservices, queues, and distributed architecture.
- Familiarity with designing dashboards, analytics, and visualization modules.

Fluency in Ukrainian. Working knowledge of English.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
