Overview of position|
Organizational settings
Learning from the experience in the last 30 years and recognizing the realities of the current context in the country, our client in Afghanistan designs and implements projects in settlements of all sizes, putting the needs of people first, targeting the most vulnerable and meeting local needs by focusing on area-based and community-driven outputs. The portfolio currently covers projects ranging from humanitarian responses to supporting recovery and meeting basic human needs. our client collaborates closely with the UN country team as well as with technical and financial partners in Afghanistan, in alignment with the UN Strategic Framework for Afghanistan (UNSFA) and the Humanitarian Needs and Response Plans (HNRP). In alignment with those frameworks and the new our client global strategic plan (2026-2029), our client Afghanistan has recently published its strategic priorities for 2026-2027 for the office. Afghanistan is experiencing a continuous humanitarian crisis, with over half a million people in the need of humanitarian assistance. Many people are displaced due to climate change, internal displacement or massive returns from neighboring countries, and many have sought refuge in the relative safety of cities, which are growing rapidly. The number of people living in unplanned, underserviced and informal settlements, including in risk prone areas, is increasing and living conditions as well as access to services is inadequate. The unfolding crisis in Afghan cities, which is accelerated by climate change impacts and natural disasters, is occurring in a context of underlying vulnerabilities, including infrastructure deficits, insecure livelihoods and pervasive tenure insecurity. Most at risk are displaced people in informal settlements, with women, disabled and ethnic minorities being particularly vulnerable. |
Our client applies a participatory and community-driven approach, using participatory spatial planning and action planning processes to enable communities to identify and implement priority service and infrastructure investments to support their socioeconomic recovery processes and creating an enabling environment for durable solutions. our client community-cantered “People's Process” is a proven and effective approach to reduce vulnerability at scale in the Afghan context. our client builds upon its long tradition of partnering with communities in informal settlements to create sustainable and safe settlements, improve living conditions and adequate livelihood opportunities to those most in need.
The position is located
with the Afghanistan Office, as part of the Regional Office for Asia and the
Pacific of the Regional Program Division and based in Herat, Afghanistan

Responsibilities
The incumbent will support implementation of improving access to information from the communities, applying our client processes, to ensure that the required outputs are achieved in line with the work plan and STFA fund project in Bamiyan provinces He/ She will have the following duties and responsibilities:
1- Being able to deliver trainings based on existing training manuals covering community mobilization, in accordance with the People’s Process.
2- With support of program officer, conduct training for communities and ensure they understand the program objectives and implementation modality.
3- Supporting communities (through community-based organizations such as CDCs/LICs or CRG) to define priorities for implementation.
4- Support filed engineers and GIS officers, as applicable, to implement technical activities in the project area.
5- Monitor and ensure that community consultation, meetings, training, demonstration activities, area mapping, community action, hazard mapping plan and capacity building of the community are done on a timely basis as per the agreed standards.
6- Identifying the social related issues in the project area and providing possible solutions to the field teams.
7- Discuss project activities regularly with local communities and displaced people and receive their feedback on the activities.
8- Maintain good liaison with the local authority’s district level, implementing partners and communities.
9- Conduct regular field surveys and assessments; map information and ensure documentation.
10- Identify and document good practices/lessons learned; bring to the attention of program officer and recommend solutions.
11- Prepare weekly monitoring reports based on standard formats for submission to the program officer
and prepare monthly progress reports on community mobilization and training submission to program officer.
12- Ensure adherence to our client operational policies, procedures and standards of conduct and perform any other task assigned by the supervisor(s).
Results expected.
1- Communities well informed and sensitized to programme activities.
2- Coordination mechanisms established with community-based organizations, and project beneficiaries and our client colleagues.
3- Ensure the completion of activities across program according to their respective work plans.
Qualification
a) Education:
- A School graduation with minimum 2 years’ relevant experience in social mobilization and community development programs with displaced Afghans.
b) Experience:
- Experience working in community projects implementation with IDPs, returnees and host community.
- Experience in water, sanitation and hygiene (WASH) and housing (shelter) assistance and community mobilization is preferred.
- Expertise in monitoring and reporting systems.
- Knowledge of UN rules and regulations is an advantage.
- Good knowledge of MS-Office applications.
- Knowledge of the local area and community is essential.
- Excellent interpersonal and communication
c) Language:
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Local/National Language of the duty station is required.
d) Other:
- Build support with national counterparts, during the program period; Ensure high-quality and timely achievement of relevant activities and targets; Support capacity development efforts with program partners for the required components; Support our client contribution to multi-stakeholder national coordination and advocacy forums; Support 'learning by doing' capacity development efforts throughout the program period with program partners for improving local safety and security, especially for women,
youth and marginalized urban groups; Support coordination with other partners’ program in target cities

Reporting Relationships The Community mobilizer will assist the Team leader and project engineer(s) in implementation of overall program components in Bamiyan province development of the work plan and implementation, coordination with program TL, communities (including local and displaced populations) and reporting on a day-to-day basis to the team leader. The main task will be to build trust and manage the community mobilization part in the Bamiyan province in the target areas/locations. S/he will have the following duties and responsibilities: |
