THE ROLE
To collect, analyze and report on information to maximize efficiency of aviation operations and services.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1.Establishing and maintaining an organization capable of administering an economical, efficient, and effective air transport service for passenger and cargo movement.
2.Ensuring adequate administrative and logistical support arrangements for the execution of aviation operations.
3.Ensuring that all contractual arrangements and obligations are satisfactorily fulfilled and preparing performance reports.
4.Analyzing post mission flight reports submitted by aircraft commanders and providing advice to movement planners.
5.Conducting risk assessments prior to aircraft assignment and keeping all staff informed of actual and potential hazards as well as causes of accidents/incidents.
6.Planning, organizing, and coordinating the provision of technical and operational support for transport service operations.
7.Assisting and advising the country office in determining its air transport requirements and designing scheduled services that meet needs without compromising safety, efficiency, and cost effectiveness.
8.Periodically reviewing and analyzing route structures, aircraft payloads, and freight traffic statistics to assess route viability and service improvements.
9.Producing statistical reports (weekly, monthly, and annual) for submission to CATO.
10.Integrating and highlighting gender considerations in activities and periodic reports.
11.Follow emergency aviation preparedness practices to support WFP to quickly provide passenger services, relief supplies and emergency medical and security evacuations at the onset of a crisis.
12.Act in an assigned emergency response capacity as required to meet the required provision of service to the humanitarian community, as needed.
13.Performing any other duties required for the effective functioning of UNHAS and the office.
QUALIFICATIONS AND EXPERIENCE
Education: Bachelor's degree, with at least five (05) years of relevant experience OR Master's degree, with atleast three (03) years of relevant experience in aviation management and operations. Holds or has held a Commercial Pilot License, Air Traffic Control License or Flight Operations Officer License (or equivalent), Aeronautical Engineer of Maintenance Engineer License.
Desired experiences for entry into the role:
Experience arranging flight clearances and customizing immigration documentation.
Experience in coordinating with national aviation authorities on ramp activities.
Experience in monitoring operational reports and advising on service utilization trends.
Prior supervisory or managerial experience in aviation operations
Ability to supervise and train junior staff
Strong planning and organizational skills
Ability to communicate complex issues to users
Language & IT Skills: Fluency (level C) in English language. Intermediate knowledge (level B) in French Language. Proficiency in Microsoft office applications (Word, Excel, Outlook, etc.)
