This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. About the Position

The Budgeting and Reporting Officer is responsible for providing financial and general administrative support to the program to ensure the effective and efficient use of ICMP donor resources.


Key Responsibilities 


Under the overall guidance and supervision of the Program Director Europe, and working in close coordination with the Finance and Administration Manager, the Budgeting and Reporting Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following:


1. Financial Management

  • Ensure program compliance with ICMP financial rules and regulations and donor financial management requirements;
  • Assist in the preparation of budget proposals and revisions, as required;
  • Prepare financial reports for program staff and donors (including forecasts);
  • Monitor budget implementation/expenditures and recommend reallocation of funds as necessary;
  • Lead on donor financial reporting to related projects and internal monthly financial reporting.
  • Co-operating closely with the Program Heads, MEAL Officer and program staff to optimize financial utilization and to provide a functional financial infrastructure in support of program implementation;
  • Introduce budgets in Exact online and Procurify;
  • Ensure that program financial documents are maintained/filed in compliance with ICMP policy;
  • Support FAM in developing and operationalizing systems and approaches to efficiently manage financial resources;
  • Act as focal point for the auditor in relation to the projects supervised;
  • Maintain and update the financial tracker (donor and internal reporting, audit timeline, etc.).



2. Administrative Support

  • Support program staff on financial and administrative policies and issues;
  • Support implementation of the ICMP official travel policy and provide guidance and advice to travelers to ensure all travel requests are processed in accordance with the policy;
  • Support program staff in the preparation of order requests in Procurify in accordance with approved donor budgets;
  • Supervise and maintain the list of users in Procurify and Key travel related to the program;
  • Maintain oversight of contracts and contractors to ensure current and future needs and services are delivered.
  • Other related duties as assigned.


Mandatory Requirements

  • Post-secondary qualification in financial management, business administration, logistics/supply chain management or relevant field. 
  • Training or professional finance or supply chain designation (e.g. CIMA) is desired.
  • A minimum of 6 years of relevant professional experience working in finance and administrative functions. 
  • Knowledge of financial and administrative policies and procedures.
  • Previous experience working within international organizations.
  • Previous experience supporting field-based teams.
  • Accounting, procurement, including reporting.
  • Strong analytical and writing skills.
  • Attentional to detail and the ability to work under deadlines.


Other Requirements

  • Professional fluency in written and spoken English and Ukrainian. 
  • Self-organized, self-controlled, and self-reliant, with a high level of personal and team responsibility;
  • Ability to meet tight deadlines;
  • Proficiency in Microsoft applications, including Word, Excel and Power Point;
  • Experience working with financial management software solutions (e.g. Navision, Oracle, SAP);
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Ability to travel at short notice and to work flexible hours including weekends and evenings;
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner;
  • Physical and mental resilience, with the ability to operate effectively in hostile environments;
  • Willingness and ability to work and live in Ukraine under hardship conditions with limited infrastructure and personal privacy.


Benefits

This is a full-time, fixed-term position with a competitive base salary at LES6 on the ICMP Ukraine salary scale, generous paid leave, and extensive health insurance benefits for the incumbent and any eligible dependant(s). This position is not eligible for expatriate benefits and allowances.
