The Monetary and Capital Markets Dept (MCM)  has an opening for a Division Chief/Assistant Director position in the Capital Flow Division (CF).

The CF Division aims to support the Fund’s work on capital flows.  This includes providing policy guidance on the appropriate use of capital flow management tools and on capital account liberalization  The division’s core work includes implementing Fund policy on exchange restrictions and multiple currency practices (as mandated by the Fund’s Articles of Agreement) and maintaining the "AREAER" database on the exchange measures of IMF members.  

The division plays a major role in contributing to the Fund’s vibrant analytical and policy work agenda on  capital flow issues.  It works in close cooperation with other Fund departments and country authorities in undertaking policy analysis, surveillance, and technical assistance.

Responsibilities

The selected candidate will perform the following activities:

  • Perform key managerial and leadership responsibilities, including to develop and implement the division’s workplan, lead projects, and guide how staff resources are allocated.  The chief should encourage creativity, ownership, and accountability, while contributing to the division’s respectful, constructive, and dynamic atmosphere.

  • Provide expert technical advice on capital flow management and liberalization, exchange restrictions and multiple currency practices to other Fund departments and to country authorities both in surveillance and technical assistance.

  • Help formulate and guide a cutting-edge analytical agenda on capital flow issues, including e.g., to address risks arising from changes in the structure of the financial system and new digital technologies.

  • Oversee the annual update of the "AREAER" database and publication of the "AREAER".

  • Work closely with other Fund departments on the development of the Fund’s framework on exchange restrictions and multiple currency practices as well as on bilateral surveillance to assess Fund members’ compliance with their obligations under the Fund’s Articles of Agreement.

  • Provide advice to senior MCM staff and Fund Management on capital flow issues.

  • Represent the CF Division and the Fund in external bodies, international working groups, and at conferences.

Qualifications:

  • An advanced degree in economics or a related subject is required (Ph.D. with a quantitative orientation would be an advantage), and at least 15 years of relevant professional experience along with strong analytical and quantitative skills.

  • Extensive expertise related to the focal areas of the division, including (but not limited to) policy making and advising, and strategic and analytical work in the areas of capital flows and financial stability.

  • A strong track record of success in leading analytical work and in authoring impactful research publications is highly desirable.

  • Significant experience in working with or in central banks, international bodies, and/ or standard setting bodies.

  • Proven management experience including mentoring and coaching staff, fostering teamwork, leading projects, and delegating effectively.

  • Excellent writing skills and excellent verbal communication skills.

  • A strong sense of initiative and teamwork, impeccable organizational and project management skills, and strong diplomatic and partnership skills to build and maintain relationships across the Fund and with country authorities and other international organizations.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

The position requires Review Committee /Senior Review Committee Approval.
