Overview of position

Under the overall supervision of the Recovery and Soltuions Programme Coordinator and the direct supervision of the Livelihoods and Early Recovery Project Officer, the Senior Programme Associate (Livelihoods and Cash-Based Interventions) will provide  technical coordination and implementation support for youth livelihoods related activities and Cash-Based Intervention (CBI) components under the Recovery and Solutions Unit.

The incumbent will contribute to quality assurance, compliance with donor and IOM standards, and day‑to‑day coordination with national and municipal authorities, private sector actors, training institutions, and implementing partners. The position requires solid technical knowledge, effective coordination and communication skills, and the ability to identify and flag operational or implementation risks in support of programme objectives. 


Role objectives
  • Provide technical and operational support to the design, coordination, and implementation of livelihoods, youth, and cashbased interventions under the Recovery and Solutions portfolio, including vocational training, entrepreneurship support, incomegenerating activities, and cash assistance.

  • Support the alignment of interventions with labour market assessments, local economic opportunities, community priorities, and programme objectives to ensure coherence and relevance.

  • Contribute to the application and review of programme methodologies, operational tools, and beneficiary identification and selection frameworks to ensure transparency, accountability, and compliance with organizational standards.

  • Provide guidance and technical inputs to field staff, implementing partners, service providers, and communitybased organizations to support quality implementation.

  • Coordinate with Finance, Procurement, and Monitoring and Evaluation units to support documentation, tracking, reporting, and compliance related to livelihoods and cashbased interventions, and flag issues requiring supervisory attention.

  • Support monitoring of participant progress, postdistribution monitoring, and feedback mechanisms, and contribute inputs on pathways toward sustainable employment, enterprise development, and job placement through coordination with relevant stakeholders.

  • Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

  • Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.

  • Undertake field visits, as required, to support monitoring of implementation progress, assess quality, contextual relevance, risk exposure, and adherence to agreed methodologies.

  • Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.

  • Supervise and provide guidance and training to reporting staff.

                    Further information

                    Experience providing technical and operational oversight for livelihoods, youth empowerment, or cash-based interventions projects, including monitoring financial processes and reviewing project expenditures using Excel or similar tools.

                    Experience supporting and supervising project implementation, including planning, monitoring, and coordinating activities across multiple teams (Finance, Procurement, Logistics, M&E, and Programme) to ensure smooth delivery of livelihoods initiatives and compliance with donor and organizational standards.

                    Experience organizing and managing workshops, trainings, field visits, and community-based activities, including coordination with stakeholders and follow-up on implementation.

                    Experience overseeing data collection, monitoring, and reporting processes, including maintaining accurate records, and ensuring adherence to reporting requirements, gender, protection, and inclusion principles.

                    Prior experience in an operational or managerial role within an international organization, UN agency, or NGO, ideally with responsibility for livelihoods programming, cash-based interventions, youth employment, or entrepreneurship initiatives, including guiding to staff or partners.
