Position Title: Field Coordinator – Food Assistance for Assets (FFA) Project

ORGANIZATIONAL CONTEXT:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build pathways to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. WFP’s mission is to achieve Zero Hunger in line with Sustainable Development Goal 2.
In Cambodia, WFP implements its Country Strategic Plan (CSP) 2024–2028 in alignment with national priorities and in close partnership with the Royal Government of Cambodia (RGC). The CSP focuses on: (i) saving lives and protecting livelihoods in emergency contexts; (ii) strengthening shock-responsive systems, resilience and disaster risk management; and (iii) enhancing food security, nutrition and social protection systems. Under the CSP, WFP has a mandate to provide timely emergency assistance while supporting early recovery and resilience-building for communities affected by shocks, including conflict, displacement and market disruption.
Following the escalation of conflict along the Cambodia–Thailand border in mid-2025, WFP Cambodia is implementing a nutrition-sensitive Food Assistance for Assets (FFA) project to support post-conflict recovery in border-affected provinces. The project combines emergency food and voucher-based assistance with community-led rehabilitation of critical infrastructure and livelihood restoration, prioritising vulnerable displaced populations and migrant returnees. Implementation is aligned with WFP’s leadership role in humanitarian coordination through the Humanitarian Response Forum (HRF) and in close coordination with national and sub-national authorities.
BACKGROUND AND PURPOSE OF ASSIGNMENT:
The border conflict triggered large-scale displacement, disruption of markets, damage to community infrastructure and loss of livelihoods, particularly in provinces such as Oddar Meanchey. Although many displaced households have returned, they face damaged assets, limited income opportunities and ongoing protection and safety concerns. The proposed FFA project responds to these challenges by providing time-bound emergency support while enabling affected communities to rehabilitate essential assets such as roads, schools, irrigation and water systems.
Within this context, WFP seeks to engage a Field Coordinator to support the effective field-level coordination and implementation of the FFA project in designated target areas. The position will play a critical role in ensuring the timely, accountable and high-quality delivery of project activities, including cash-for-work modalities, voucher-based assistance, in-kind food distributions (fortified rice), coordination with suppliers and service providers, and close collaboration with local authorities, community structures and WFP internal units.
The overall purpose of the assignment is to coordinate and monitor FFA project activities at field level, ensuring alignment with approved project design, WFP policies, and operational standards, while contributing to emergency response objectives under WFP Cambodia’s CSP.
SPECIFIC POST REQUIREMENTS:
Under the direct supervision of the Programme Policy Officer – Disaster Risk Management and in close collaboration with relevant WFP units, the Field Coordinator will be responsible for the following duties:
1. Project Coordination and Implementation
- Coordinate with the Provincial committee for disaster management and relevant department to identify targeting and damaged asset selection
- Coordinate day-to-day implementation of Food Assistance for Assets activities in assigned locations, ensuring timely execution in line with approved workplans, budgets and operational guidelines.
- Support community mobilisation, participatory planning and sequencing of asset rehabilitation works, in collaboration with local authorities, technical departments and community committees.
- Monitor implementation of voucher-for-work activities to ensure compliance with WFP FFA principles, agreed transfer values and labour standards.
2. Infrastructure Design, Construction and Rehabilitation Oversight
- Support the planning, design and phasing of rehabilitation or construction of community assets supported under the FFA project (e.g. roads, school buildings, irrigation, water and sanitation infrastructure), in coordination with relevant line departments and technical partners.
- Facilitate community consultations and participatory validation of asset designs to ensure relevance, inclusiveness, safety and sustainability.
- Monitor construction and rehabilitation works at field level to ensure compliance with agreed technical specifications, environmental and social safeguards, occupational health and safety standards, and implementation timelines.
- Support basic quality assurance and progress tracking of works carried out through community-led modalities and/or contracted service providers, escalating technical issues as required.
- Coordinate with WFP engineering, logistics and programme teams to ensure alignment between asset works, FFA modalities and distribution schedules
3. Voucher Assistance (VA)
- Support the setup, rollout and monitoring of voucher programmes for food assistance, in coordination with WFP VA, finance and cooperating partner teams.
- Liaise with WFP’s IT and VA teams to support enrolment, troubleshooting and reconciliation processes.
- Support market functionality monitoring and vendor engagement to ensure availability, quality and pricing of food commodities.
4. Retailer and Supplier Management
- Support the identification, engagement and day-to-day coordination of contracted retail food suppliers for voucher redemption.
- Monitor retailer compliance with contractual requirements, food safety standards, beneficiary communication and reporting obligations.
- Facilitate issue resolution related to voucher redemption, retailer performance and beneficiary feedback.
5. In-kind Food Assistance and Logistics
- Coordinate with WFP logistics unit to plan, prepare and manage the distribution of fortified rice to FFA participants, including procurement, blending, storage, handling and last-mile delivery.
- Support logistical arrangements at distribution sites, ensuring orderly, safe and accountable distributions in line with WFP standards.
6. Coordination and Partnerships
- Serve as WFP’s focal point at field level for coordination with commune, district and provincial authorities, line departments and other stakeholders involved in FFA implementation.
- Contribute to harmonisation with other humanitarian and early recovery interventions through participation in relevant coordination platforms.
- Facilitate internal coordination with programme, logistics, finance, protection, nutrition and monitoring teams to ensure integrated delivery.
7. Monitoring, Reporting and Accountability
- Support routine monitoring of activities, outputs and progress against targets, including collection of field data and beneficiary feedback.
- Contribute to preparation of field-based reports, situation updates and inputs for donor reporting.
- Promote accountability to affected populations by supporting implementation of feedback and complaints mechanisms and ensuring follow-up at field level.
8. Cross-cutting Considerations
- Ensure that gender, protection, disability inclusion and nutrition considerations are systematically integrated into field implementation.
- Adhere to WFP’s Code of Conduct and policies on protection from sexual exploitation and abuse (PSEA), prevention of sexual harassment, abuse and discrimination (SHAD), and safeguarding.
- Perform other related duties as required in support of emergency and resilience programming.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Minimum of one (1) year of relevant postgraduate professional experience in humanitarian assistance, emergency response, resilience, livelihoods or food security programmes.
- Demonstrated experience supporting field-level implementation of cash-based transfers, voucher programmes and/or food assistance operations.
- Relevant experience supporting supervision, monitoring or coordination of small-scale construction or rehabilitation works (e.g. roads, buildings, WASH or irrigation infrastructure), including community-based or labour-intensive approaches, is required.
- Experience working with communities, local authorities and service providers in rural or emergency-affected contexts.
- Experience in basic project coordination, monitoring and reporting is required; prior experience with Food Assistance for Assets or similar community-based infrastructure programmes is an asset.
Knowledge and Skills:
- Knowledge of humanitarian principles, emergency programming and community-based approaches.
- Basic understanding of cash and voucher assistance, market engagement and food distribution processes.
- Basic understanding of construction quality control, occupational health and safety and environmental considerations in community infrastructure projects.
- Strong coordination, communication and interpersonal skills.
- Ability to work effectively in challenging field environments and adapt to rapidly changing operational contexts.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: A university degree in civil engineering, construction management, infrastructure development, development studies, social sciences, agriculture, economics, logistics, project management or another relevant field is desirable.
Languages: Fluency in both oral and written communication in Khmer and English.
