About this position

We are looking for a detail-oriented, analytical, and results-driven Budget System Implementation Consultant. As a Budget System Implementation Consultant, you will support IDB Invest in the end-to-end implementation of a budget, workforce, and financial planning system, ensuring effective business process design, strong data integrity and controls, successful user adoption, and a smooth transition to business-as-usual operations.

You will work in the Financial Planning and Budget (FPB) Team, part of the Finance and Administration Department. This team is responsible for financial planning and budgeting, accounting, financial reporting, valuation, and administration.

What you’ll do

Project Governance & Planning:  Develop and maintain a comprehensive project implementation plan (scope, timeline, milestones, deliverables). Establish governance structure (subject matter experts, working groups, reporting cadence). Define roles, responsibilities, and accountability frameworks. Ensure alignment with institutional strategies and budget improvement objectives.

Business Process Analysis & System Design: Document current budgeting, forecasting, and reporting processes. Identify process improvement opportunities aligned with best practices in development finance institutions. Oversee system configuration and design to meet functional requirements. Ensure compliance with internal financial controls, audit requirements, and regulatory standards.

Stakeholder Engagement: Engage finance, operations, IT stakeholders. Ensure adoption across business units.

Vendor & Contract Management:  Coordinate with system vendors and implementation partners. Monitor vendor performance against agreed deliverables. Review technical documentation and system customization proposals. Ensure contract compliance.

Financial Oversight:  Monitor project budget and expenditure. Ensure efficient use of resources in line with institutional procurement and financial policies.

Capacity Building & Knowledge Transfer:  Develop training materials and deliver training sessions for end-users. Ensure documentation of system configurations and processes. Support post-implementation stabilization and transition to business-as-usual operations.

What you'll need

•    Education: Bachelor's degree in finance, business analytics, computer science, and other or another relevant field of the role.

•    Experience: Between 2 and 5 years of progressive experience in Data Analytics, Reporting, FP&A with proof expertise in system implementation:

  • Strong functional expertise in FP&A, budgeting and workforce planning in large organizations (financial institutions preferred).
  • Demonstrated experience leading or supporting system implementations end-to-end (requirements, process redesign, testing, user acceptance testing (UAT), go-live, stabilization).
  • Solid understanding of data concepts and integrations (data mapping, reconciliation, interfaces, controls) is sufficient to bridge business needs with technical teams.
  • Experience producing high-quality deliverables: process maps, requirements, KPI dictionaries, testing artifacts, governance materials.
  • Strong stakeholder management, facilitation, and communication skills (executive-ready writing and presentations).

    Languages: Proficiency in English, spoken and written, is required. Additional knowledge of Spanish is preferable.

Type of contract and duration

 International consultant Full-Time, 24 months (up to 48 months subject to elegibility).
