Organizational Setting and Reporting Relationship

The position of Senior IT Officer (ERP Applications) is assigned to the Digital for Institution Division (ITIN) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines.

You will report to Director, ITIN and/or Designated Technical International Staff and will oversee junior team members.

Your Role

As a Senior IT Officer (ERP Applications), you will lead and develop a team of Enterprise Resource Planning (ERP) application staff responsible for the support and maintenance of ADB's ERP digital products and integrated third‑party digital products, with primary focus on Budget and Finance functional areas. The role supports current operations as well as future initiatives within ITIN. The position contributes to the planning, design, and implementation of system enhancements aimed at improving business effectiveness, operational efficiency, and service quality. In addition, the Senior IT Officer (ERP Applications) will serve as a Subject Matter Expert (SME) and Product Lead for ongoing IT initiatives for continuous digital transformation, providing leadership across the full project lifecycle and ensuring alignment with business and technology strategies.

You will:

  • Support the end‑to‑end management and evolution of ERP Budget and Finance digital products, ensuring alignment between business outcomes, user needs, and technical delivery.
  • Contribute to the definition and refinement of product vision, objectives, and success metrics in alignment with business strategy and stakeholder priorities.
  • Lead the development and ongoing maintenance of the product roadmap, balancing business value, risk, delivery capacity, and dependencies.
  • Analyze the usage of Finance and Budget digital products and their integration within the ADB IT ecosystem, and propose improvements to enhance adoption, effectiveness, and business value.
  • Partner closely with the Product Manager, Product Owner, and cross‑functional delivery teams to translate product vision into actionable roadmaps, prioritized backlogs, and high‑quality increments delivered through Agile practices and in accordance with approved specifications and ADB standards, methods, and documentation requirements throughout the product life cycle.
  • Collaborate with the Product Owner to prioritize, refine, and manage the product backlog, ensuring backlog items are clearly defined, value‑driven, and delivery‑ready.
  • Lead planning and sequencing of work to enable incremental value delivery and rapid feedback cycles.
  • Work closely with Agile teams during sprint planning, reviews, and retrospectives to ensure alignment with product goals and delivery commitments; assume or support Scrum Master responsibilities as needed, including removing impediments and promoting effective Agile practices.
  • Oversee the preparation of detailed system designs, functional and program specifications, and documentation to meet business requirements and ensure effective integration with related digital products.
  • Coordinate with ITD technical support teams to ensure the stable, secure, and efficient operation of assigned digital products.
  • Supervise, coach, and mentor staff supporting ERP Budget and Finance digital products, including assigning work and monitoring progress and performance.
  • Manage and oversee the work of outsourced contractors to ensure prompt and quality delivery of assigned tasks.
  • Perform other related duties as assigned and reflected in the approved work plan.


Qualifications

You will need:

  • Bachelor's degree in management information systems, computer science, business administration, accounting, mathematics, engineering, or a related field; a master's degree or equivalent is preferred.
  • At least 8 years of experience in the development, implementation, and support of ERP applications within the Budget and Finance domain, including a minimum of 4 years leading large-scale systems development or implementation projects, and at least 4 years of supervisory experience.
  • Proven experience in ERP release upgrades, custom module implementation, and integration
  • Strong functional, business, and technical expertise in at least three ERP areas: General Ledger (GL), Subledger Accounting (SLA), Accounts Payable and Receivable (AP/AR), Fixed Assets (FA), and integrations with expense-related applications (e.g., Business Travel, Staff Consultants, Procurement, OPEX/CAPEX).
  • Excellent understanding of accounting concepts, including basic and encumbrance accounting methods, processes, and controls.
  • High proficiency in leveraging standard ERP functionality to meet complex business requirements.
  • Demonstrated track record of delivering innovative ERP solutions that address business needs while minimizing customizations.
  • Excellent system analysis and design skills, including the ability to produce clear functional and detailed technical specifications.
  • Strong understanding of Agile product management methodologies, such as Scrum, Kanban, or hybrid approaches.
  • Expertise in translating business strategy and objectives into actionable product and delivery plans.
  • Strong drive for quality, accountability, and achievement of performance targets, both individually and as part of a team.
  • Excellent written and verbal communication skills in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
