The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Goals, in order to serve all stakeholders of the world aviation community. The Safety & Security and General Services (SSG) Section is responsible for the overall coordination and management of security & safety of premises, building and facilities management, travel services, commissariat operations, rental of office space, business continuity and organizational resilience management, and property control and logistics services including inventory, storage and supply. As Chief, SSG (C/SSG), the incumbent oversees and coordinates all the above activities and is accountable for the effective management and timely delivery of these services. The incumbent acts as ICAO’s main liaison officer with Public Services and Procurement Canada (PSPC), and with other institutions, agencies, or contractors relevant to the building administration, office management, as well as maintenance and construction services of ICAO premises, and represents ICAO in the Property Management Committee composed of relevant officials from both ICAO and Canada. The incumbent acts as the main ICAO liaison officer with the United Nations Department for Safety and Security (UNDSS), and also represents ICAO in the Inter-Agency Security Management Network (IASMN) of the United Nations Security Management System (UNSMS). The post of C/SSG acts as the Country Security Focal point for the United Nations system of organizations in Canada, as well as the Secretary of the Security Management Team. The post of Chief, SSG reports directly to the Director, ADB and supervises and coordinates the staff and operations of SSG.

Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected results) Leads, supervises and manages the work programme of the Section, achieving results such as: • Organize and manage the staff and operations of the Section providing timely and effective service delivery. • Lead the development and implementation of the Operating Plan and Performance Monitoring Framework for the Section and supervise, monitor and report on its realization. • Prepare and manage the budget of the Section, monitor expenditures and reallocation of resources. • Ensure timely and accurate preparation of monthly and periodic reports, and statistical data and analysis on the work of the Section. • Establish, monitor and report on annual performance and work plans for Section staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs. • Implement continuous improvement to ensure staff’s service orientation. • Develop organizational policy updates, guidelines and administrative instructions on safety & security, general services and on the use and management of the ICAO premises, including access control to ICAO premises. • Manage audit matters related to the Section, develop and implement longer term solutions to address issues raised and avoid recurrence of observations, and ensure that audit observations are addressed in a timely and professional manner • Promote a harmonious and ethical workplace based on mutual respect, leading by example, and ensure that staff are familiar with, trained on, and comply with the ICAO’s principles and values and standard of conduct. Function 2 (incl. Expected results) Oversees, coordinates and monitors all activities related to general services and facilities maintenance, travel services, property control and logistics, and commissariat operations, servicing ICAO personnel, Resident National Delegations as well as other organizations, and conference participants, achieving results such as: • Lead collaboration with Public Services and Procurement Canada (PSPC) and contractors on facilities and office services budgeting, including annual and triennial submissions, progress reporting, and audit documentation. • Oversee the Section’s procurement and contract management activities, including tender specifications, bidding processes, execution monitoring, and implementation of systems ensuring competitiveness, value for money, and performance. • Provide oversight of other support services, including travel services, property control, write-offs, logistics including warehousing, storage, and shipment, commissariat operations, and coordination on donated artworks and furnishings. • Develop proposals, in coordination with relevant stakeholders at ICAO, for the delivery of shared services for UN organizations based in Montreal. Function 3 (incl. Expected results) Leads the planning, monitoring and coordination of safety and security activities at ICAO premises both at Headquarters and Regional Offices, in close coordination with the Host Country or relevant authorities, and as ICAO representative to the IASMN of the UNSMS, achieving results such as: • Within delegated authority and in close coordination with relevant authorities and/or local UNDSS, oversee and implement safety and security services and emergency response for all ICAO personnel at Headquarters and Regional Offices within acceptable security risk levels. • Oversee the development and updating of safety and security related policies and guidelines for ICAO ensuring they are up-to-date and aligned with the recommendations of the IASMN and UNSMS. • Act as the ICAO’s main liaison officer with the UNDSS as well as with the Host Country and relevant authorities on safety and security matters. • Perform functions as Country Security Focal point for the UN system in Canada, as well as the Secretary of the Security Management Team in Canada. This includes coordination with the UN organizations in Canada on security related matters as well as advising the Secretary General directly in his capacity and accountability as Designated Official for Canada. • Prepare threat and risk assessments, contingency measures management, investigate security incidents and provide advice to Senior Management on recommended action. Function 4 (incl. Expected results) Oversees the operational implementation and maintenance of the ICAO Business Continuity Plans and Organizational Resilience Management System (ORMS), achieving results such as: • Lead the development and updating of ICAO’s Business Continuity Plan for implementation at the Headquarters and in the Regional Offices ensuring that policies, plans, processes and practices are up-to-date and aligned with the best practices across United Nations system. • Coordinate simulation exercises to test response to security incidents, crisis management framework and Business Continuity Plan (BCP) invocation for ICAO HQs and ROs. • Develop, implement and update the ICAO’s ORMS Framework including organizing training and awareness program, and coordinating ORMS governance, risk assessment, and monitoring. • Ensure coordination with the PSPC and other relevant authorities for BCP implementation at ICAO HQs and ROs. • Lead the implementation of contingency based operations at ICAO Headquarters. • Provide authoritative advice on best practices in business continuity and operational resilience and oversee and conduct business impact assessments across the organization. • Develop and lead necessary training sessions, briefings, and exercises within the organization to ensure Emergency Response and Business Continuity plans remain current and tested. Function 5 (incl. Expected results) Leads the planning and coordination of complex capital property investment projects in close coordination with the Host Country and relevant authorities, achieving results such as: • Provide strategic guidance and oversight on the planning and coordination of proposed facilities improvements including feasibility studies and cost analysis for major capital projects at ICAO premises including renovation, relocation, construction, and alteration. • Ensure the effective management and timely delivery of major corporate facilities projects for the ICAO HQ, including projects to renovate Delegations’ offices. • Oversee effective resource and human management planning for major capital investment projects Function 6 (incl. Education

Essential Advanced university degree (Master’s degree or equivalent) in security management, business administration, law enforcement, engineering, management, or a related field, is required. A first-level university degree in combination with two additional years of qualifying experience in security management, business administration, law enforcement, engineering, management, or related field, may be accepted in lieu of the advanced university degree. Desirable Certification in project management from a recognised international accrediting body.
