Organizational Context and Scope
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Mobility Pathways and Inclusion (DMPI), specifically the Resettlement and Movement Management Unit (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.
Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing assistance for resettlement to the US. Under the terms of the Memorandum of Understanding (MOU) with the US State Department Bureau for Population, Refugees and Migration (PRM), IOM is responsible for implementing Resettlement Support Center (RSC) functions in PRM-designated locations. These activities include supporting visiting US Citizenship and Immigration Services (USCIS) officers, facilitating security and medical screenings, providing information about arriving individuals to resettlement agencies in the US and offering Cultural Orientation (CO) training to individuals departing for the US.
The position will initially be based in Washington DC, with subsequent relocation required according to programmatic requirements.
Under the overall supervision of the Project Manager, RSC, and direct supervision of the Deputy Project Manager, RSC, and, in coordination with the Information Management and Technology Unit, the successful candidate will have the following duties and responsibilities:
Responsibilities
- Supervise all RSC data integrity activities, including, but not limited to, reporting, data quality assurance, risk management, and application and tool management. In this capacity, oversee hiring, providing training, assigning duties and giving feedback to personnel on their performance on a regular basis to ensure high quality work and the accurate completion of data integrity duties.
- In coordination with the RSC Project Manager, act as the technical focal point with the Refugee Processing Center (RPC) in Arlington, VA, supporting database improvements and transitions. Oversee quality control of RSC data entry into START, maintain web-based quality assurance tools for real-time verification, and troubleshoot access issues during circuit rides or deployments.
- Develop and manage reporting and analytics tools for projections, quality control, budgeting, and staffing resource planning. Prepare monthly departure projections, generate and circulate automated reports using Tableau and other RPC-approved tools, monitor report usage, and ensure reporting standards through audits and staff training. Liaise with RPC Data Analytics team to standardize reporting and validate business cases for new reports.
- Oversee the quality control of RSC data entry into START. Maintain a web-based quality assurance application for real-time verification of data entry by staff. Ensure efficient processing of urgent and sensitive cases and troubleshoot START access problems during RSC circuit rides and/or deployments.
- Analyze and report on performance and trends by compiling, interpreting, and presenting key performance indicators and reports using tools such as MiMOSA, Power BI, START, and Tableau, covering migrant flow, quality and risk management, service efficiency, and client satisfaction. Actively monitor trends to inform decision-making.
- Manage and optimize pipeline operations by monitoring and evaluating the RSC pipeline, initiating corrective measures to address delays or backlogs, and handling urgent or sensitive cases as needed to ensure timely and efficient processing. Develop evidence-based recommendations and contribute to strategic improvements for RSC and overall USRAP operations.
- Enhance quality and control mechanisms through collaborating on designing and updating quality control and reporting systems, proposing enhancements to internal control mechanisms, and providing inputs for new or adapted procedures to streamline processes and improve efficiency.
- Collaborate with ICT through the region on RSC processing, data management, risk elements, reporting and other issues. In coordination with the Information Technology officer in the IOM Country Office, ensure that the data generated by the RSC applications, namely CRM, FTS and RefInfo, is maintained and updated and securely transmitted in compliance with the USRAP’s Integrity and Compliance Guidance and the NIST RISK Management Framework.
- Represent the RSC as focal point for data reconciliation efforts between the Refugee Processing Center and the Migrant Applications Unit. Serve as a focal point for establishing and identifying key performance metrics for the purpose of monitoring and evaluation and identifying bottlenecks or gaps in the processing pipeline.
- Represent the RSC at meetings as needed, including with US and UN officials. Prepare reports, briefings, background information, narratives and statistical reporting and create public information materials, as needed.
- Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Deputy Project Manager, RSC, of any non-compliance to SOPs or codes of conduct by RSC staff members.
- Uphold RMM Protection Mainstreaming Minimum Standards while carrying out all duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA). Alert the supervisor or management of any non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners.
- Provide suggestions on potential improvements to processing activities of the RSC suggesting potential improvements to processing activities.
- Undertake duty travel as needed to participate in RSC-related meetings or training sessions.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Information Technology, Computer Science, Statistics, Information Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in RSC processing activities is required;
- Experience in managing IT or technical projects;
- Experience in database programming and applications such as Access and SQL, and graphical and presentation software;
- Experience producing high-quality reports, excellent computer skills and proficient in spreadsheets; and,
- Experience in website development and management.
Skills
- Knowledge of USRAP and IOM financial management and budgetary procedures;
- Demonstrated proficiency with START (USRAP Processing System);
- Excellent computer skills and proficiency in spreadsheet and database applications; and,
- Excellent communication, interpersonal and writing skills.
Languages
IOM's official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
