Organizational Context and Scope

Under the overall and direct supervision of the Chief of Mission, and in coordination with the Protection Division (PXD) Regional Thematic Specialist based in the Regional Office for the Asia and Pacific (ROAP), the Programme Officer (Protection) will coordinate IOM Cambodia Protection Unit activities and will be responsible for the management, coordination and implementation of IOM Cambodia protection portfolio. The Programme Officer (Protection) will work with government authorities and implementing partners to support the formulation and implementation protection programmes, including protection policies for migrants in distress and victims of trafficking and smuggling. Activities will be carried out in coordination with the United Nations (UN) entities and in line with national policies and plans. The incumbent will also contribute to promoting IOM's mandate and developing programmes aligned with IOM’s global and regional strategic plans.

Responsibilities

  1. Coordinate IOM Protection Unit Programmes, including the planning, coordination and implementation of all protection activities, monitoring the effective implementation and financial expenditures, the quality of deliverables and services, and conducting the monitoring and evaluation of activities according to the donor commitments and IOM institutional policies, guidance and tools. 
  2. Mentor and support protection staff in their professional development, and contribute to ttrengthening their capacity to deliver protection activities including, but not limited to, general protection case management, protection monitoring, Trafficking in Persons (TiP), Assisted Voluntary Return and Reintegration and/or Voluntary Humanitarian Return.
  3. Support capacity building efforts on internal guidelines, protection mainstreaming standards and practices, as well as international protection standards.
  4. Liaise and coordinate internally with the other units on relevant and cross-cutting issues and ensure efficient communication with relevant IOM Offices, including the Regional Office and Headquarters in protection-related matters.
  5. Ensure appropriate selection of Implementing Partners (IPs), monitor IPs activities and agreements, provide technical guidance and capacity building and oversee accountable delivery of protection activities and services.
  6. Contribute to resource mobilization for the Mission by developing concept notes and project proposals in response to identified protection needs in coordination with the Mission Support Unit and Resource Management Unit. 
  7. Keep updated on policies and strategies related to protection key topics (CT, AVRR UASC, GBV etc.), integrated border governance and other key areas.
  8. Coordinate and prepare quality reports and technical products and deliver trainings and awareness-raising sessions to governmental and non-governmental partners on key protection topics such as identification of vulnerable groups, protection principles and safe referrals.
  9. Maintain working relationships and collaborate closely with national and local authorities, UN agencies and international organizations and civil society actors, to promote advocacy initiatives and address the protection risks faced by vulnerable migrant populations, in line with international and national standards and fora (Sustainable Development Goals, Global Compact for Migration, etc.).
  10. Participate in relevant inter-agency fora and with the Royal Government of Cambodia; participate in international and national events, workshops and meetings to facilitate proper coordination and presentation of IOM activities.
  11. Undertake duty travel as required, for project site review and other duties of concern to the project activities.
  12. Perform such other duties related to strategic and priority areas of the mission as required.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • Bachelor’s degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience and expertise implementing and coordinating specialized protection programming in General protection Case Management, protection monitoring, Counter-trafficking and/or GBV;
  • Demonstrated experience working with other sectors and partners in implementing, measuring and providing trainings on protection mainstreaming;
  • Experience in programme management and managing teams; 
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs);
  • Experience working in Southeast Asia is an asset; and,
  • Experience in working effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Skills

  • Strong strategic analysis capacity, writing skills, organizational and planning skills;
  • Demonstrated ability to supervise and manage staff;
  • Excellent knowledge of the IOM project management cycle;
  • Sound communication skills;
  • Ability to establish and maintain strong working relationship with government authorities and key stakeholders, beneficiaries, and the broader community to advance the CO or regional objectives;
  • Proven ability to produce quality work accurately and concisely according to set deadlines;
  • Knowledge of Global standards on Protection, GBV and Child protection, including for Unaccompanied and Separated Children, as well as on Counter-trafficking, and Protection Mainstreaming; and,
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.


Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
