SupremeHeadquartersAlliedPowersEurope(SHAPE)providesanintegratedStrategicEffectsframework,employingamulti-domainand multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

TheFinanceandAcquisitionDirectorateIsresponsibleforallinternationalandmultinationalappropriatedandnon-appropriatedfundsin ACO. The responsibility encompasses supervision and oversight of subordinate ACO commands and development of financial and acquisition policies. The Directorate represents SHAPE/ACO in the Budget Committee, participates in the development of international agreements and the annual Consolidated Resource Plan (CRP), and advises/assists the SHAPE Command Group with respect to Military Budget-funded requirements. The Directorate plans and executes the annual ACO military budget with the contracting, finance and accounting, and cash management it entails whilst ensuring coordination with external entities is observed.

TheBudgetandPolicyBranchisresponsiblefordevelopingandcoordinatingpoliciesandproceduresforfinancialmanagementissuesACO-wide and for the preparation of the ACO international military budget estimates, in-year budget execution reports, and other requests for funds, and oversight of execution of ACO budgets.

TheSHAPEBudgetandProgrammeSectiondevelops,presents,controlsandexecutestheinternationalmilitarybudgetestimatesandother funding submissions for SHAPE HQ and ACO programme budgets managed and executed at SHAPE level.

The incumbent is responsible for the NCIB (NATO Centralised Information, Communication & Technology [ICT] Budget) from planning through execution, participates in the developmentoftheCRP(ConsolidatedResourceProposal),isthefocalpointforSLAs(ServiceLevelAgreements)relatedtotheNCIBand represents J8 in working groups, committees etc. that deal with NCIB issues.

PRINCIPAL DUTIES

Theincumbent'sdutiesare:

  • ResponsibleforscreeningtheannualMilitaryBudgetestimatesandBER reportsproposalsforNCIB.

  • Primaryfinancialrepresentativeat external and internal ICT related boards, committees, meetings and working groups.

  • ProvidestheNCIBportionoftheannualMTRP.

  • Coordinatesallbudgetaryactivitiesrelatingtothedevelopment,screening,submission,approval,andexecutionoftheannualbudgets and BER reviews of NCIB as assigned by the Section Chief. Analyses periodic reports on the execution of the NCIB and recommends adjustments to the budget, as necessary. Provides back-up support for budget management activities performed by other members of the Branch. Monitors fiscal activity associated with these budgets. Assesses the validity and cost effectiveness of budgetary proposals and submissions to the NATO resource Committees for subordinate HQs and Programmes assigned. Coordinates the activities of Fund Managers executing this budget.

  • RepresentstheBranchChiefasnecessarybeforeNATOresourceCommittees(BC,RPPB,MCWG(Res)etc)andinternalSHAPEboardsand planningteams.

  • Providesassessment,technicaladviseandfunctionalsupporttoACOFinancialControllerandothermembersoftheSHAPECommand Group on the assigned budget funding priorities and transfers of credits.

  • Within SHAPE FINAC, leads on integrating the financial aspects of NATO Communication and Information Agency (NCIA) Service Local Agreements (SLAs) and other agreements in financial planning documents.

  • AssistsSupportsindevelopment,coordination,andpublicationofpolicies,instructions,anddirectivesforthefinancialmanagement activities of NCIB. Contributes to development of NATO wide financial and logistics policy and doctrine.

  • Represents SHAPE FINAC/J8 and provides budgetary briefings at conferences and other meetings, as requested.

  • ContributestechnicalexpertisetosupporttrainingandcoursesinNATOSchoolOberammergau,andassistsinorganisingprofessional development workshops, conferences and seminars for the NATO financial community.

  • Providessecretariat,coordination,taskingcontrol,andexecutiveservicestoresource-relatedboardsandworkinggroups.

  • Performsad-hocanalysesandadministersspecialprojectsastasked.Leadsand/orparticipatesinintegratedprojectteams(IPTs).

  • ContributestostaffingofACO-wideJ8personnel/workforce/organisationalissuesandinitiativesandwillperformothergeneral administrative tasks as assigned.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries.

Essential Qualifications

a. Professional/Experience

  1. Aminimumoffour yearsexperienceinafinancialmanagementrolewithresponsibilityforallocationandmanagementofresources.

  2. Experienceinfinancialadministration.

  3. Thoroughworkingknowledgeofandexperienceinthemanagementoflargeandcomplexbudgets,derivedfromatleast five yearsofwork in this area.

  4. Experienceinthepresentationanddefenceofthefundingofcomplexrequirements.

  5. Goodworkingknowledgeof,andpreviouspracticalexperience,withanautomatedFinancialManagementSystem.

  6. Experiencewithcomputerassistedfinancialanalysistechniques.

  7. Experienceinthecoordinationandharmonizationofcomplexbudgetaryissueswithotherorganisations.

  8. Experienceinthemanagementoflargeandcomplexbudgets.

b. Education/Training

University Degree and 2 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

a. Professional Experience

  2. Knowledge about and experience in funding military operations and logistics support.

  3. Substantial experience within the Budget & Finance function in NATO military organisations or similar.

  4. Extensive experience in all activities involved in budget formulation, presentation, control, and evaluation of budget execution.

  5. Extensive experience in budget analysis.

  6. Extensive experience in the performance of funds management functions.

  7. Comprehensive knowledge of financial management, public and non-public fund accounting processes and procedures.

  8. Extensive experience in or comprehensive knowledge of the day-to-day operations of large and complex CIS management organisation.

  9. Experience in the negotiation and defence of the funding of complex requirements.

b. Education/Training

  1. An advanced university degree in business administration, management, accounting, finance, law, economics or related field.

  2. NATO Financial System (FinS) Courses.

  3. Courses and training in state-of- the art financial procedures and systems.

  4. Resource Management Education Programme (RMEP) Course.

Attributes/Competencies

a. Personal Attributes

The individual must possess a sound knowledge of NATO ICT funding requirements and the budgetary needs related O&M of in-service ICT systems. She/He must also have a comprehensive knowledge of ongoing plans and project to meet those requirements. In today’s world of scarce resources, faced with ever growing requirements, the individual must be creative, innovative and flexible in developing funding mechanisms to meet strategic day-to-day funding requirements of large and complex systems within the ICT environment. The individual must also be able to exercise strong judgement in advising the Fund Managers, the branch and Section Chiefs and the Financial Controller, working with varied national representatives, setting priorities, and executing requirements as available funds are constantly less than what is needed to meet outstanding needs and challenges. The incumbent must be flexible and adaptable, and prepared to take temporary assignments to other roles/functions/workloads of the branch when required. Comprehensive knowledge of financial management, public and non-public fund accounting processes and procedures, as well as have an ability to interpret laws, executive orders, directives and financial regulations and to formulate policies and implement rules and procedures on matters of budget, finance and procurement.

b. Professional Contacts

The incumbent functions as the point of contact (POC) in SHAPE FINAC for the NCIB and the alternate POC for the other budget managed by the SHAPE and Programmes Budgets Section in day-to-day management of resource allocations and prioritization of requirements. Primary contacts are with the fund managers, lifecycle managers and NCIA personnel involved in the management of NCIB (typically OF-4/A-4 level). The individual engages in routine and frequent professional contacts with staff-level personnel from the subordinate HQs, Programmes, NATO HQ, and other NATO agencies

c. Contribution To Objective:

The incumbent contributes directly to the objectives of the organisation by ensuring that resources are allocated in the most effective manner possible, exercising professional expertise and judgement with respect to fulfilling NATO’s ICT mission. The achievement of this mission is critical to the ability of the NATO Commanders at all levels to exercise effective command and control of NATO assets. The decision made by the individual and her/his ability to convince NATO authorities to fund critical requirements affect the realization of command and control objectives at all levels of NATO command.

d. Supervisory Responsibilities

There are no reporting responsibilities.

REMARKS:

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
