The mission of the JATEC as one of the strategic pillars of the NATO - Ukraine evolving jointness is to provide for the NATO - Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO - Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.

The Resources and Management Division (RMD) acts on all internal management and resource related issues, ensuring the effective and efficient operation of the centre. RMD coordinates with the Host Nation and is responsible for JATEC’s: Support from the NCI Agency, Human Resources Management, Base Support, JATEC Security, Communication and Information Systems (CIS), Registry services, Ukraine Registry, and Linguistic support.

The Communications and Information Systems Section (CIS) is responsible for all coordination of Service Level Management to meet daily operations within JATEC, representing it for service support and delivery between users and the NCI Agency.

Principal Duties

  • Acts as primary administrator for JATEC information management portals.
  • Coordinates and oversees the design, development and maintenance of the portals and ensures an application standards.
  • Edits and/or approve content contributions made by users.
  • Works to improve usability, usefulness, and desirability of portals in collaboration with other member of the organizational Information Management Structure.
  • Supports external and internal records management and document workflow.
  • Moderates forums and chat sessions.
  • Provides internal training and acts as the 'point of contact' for all portal related questions and requests.
  • Manages IKM systems monitoring, performance and functionality analysis and tuning.
  • Plans and anticipates future system needs and release management of system upgrades.
  • Ensures the coordination of all portal development activities, ensuring integration with other technologies utilized in the enterprise and continuity across applications.
  • Produces and maintains system procedural documentation and maintains disaster recovery plan.
  • Supports the Branch Head CIS, IKM/CR in the development and execution of organizational information management programs and systems.
  • Provides IKM support to JATEC Programme of Work activities when required.

Essential Qualifications / Experience

  • University Degree  in library, information science, management information systems, computer science, information technology, digital publishing or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four years’ experience in Information Management including practical knowledge of SharePoint based systems.
  • Four years’ experience in providing high-level customer support in an information management environment to a wide range of stakeholders.

Language

  • English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience

  • Experience working in a NATO military command structure, Information and Knowledge Management area.
  • Practical knowledge of NATO IKM tools.
  • Knowledge of Microsoft Systems Administration, NATO IKM Tools
  • Experience with Document Centric Security (DCS).
  • A University Degree or Higher Secondary Education in Science or Engineering (Electronic/System/Engineering Telecommunication) or related technical discipline.
  • Formal training in International Public Sector Accounting Standards (IPSAS).
  • Formal Project Management certification.
  • Formal Risk Management certification.
  • Master of Science in Business Administration, or similar.
  • English - SLP 4343 - (Listening, Speaking, Reading and Writing)

Attributes/Competencies

Personal Attributes:

  • Works with minimal supervision. Considerable maturity and professional judgement are required to make recommendations and, possibly, decisions on how to manage classified information and records in accordance with NATO Security and IKM D&G.
  • Possesses good interpersonal and communication skills and can work effectively in a multicultural environment.
  • Good health and ability to cope with stress (there is a requirement to work under pressure, with high workload and some irregular working hours).

Managerial Responsibilities:

  • The incumbent will have to deal and plan with a wide range of IKM issues and be able to plan and coordinate workload accordingly and in close cooperation. The post holder is required to maintain an overview of planning and supervising future IKM activities as part of the wide NATO Enterprise Information Management strategy.

Professional Contacts:

  • Frequent interaction with high-ranking military and civilian personnel.
  • Must be able to liaise effectively, internally with NATO military and civilian personnel, and externally with offices of foreign governments and agencies.

Contribution To Objectives:

  • Indirectly impacts JATEC ability to achieve its overall training objectives. This post empowers JATEC to comply with NATO Security and IKM regulations. The incumbent also provides essential support to facilitate processes and decision-making being the technical Subject Matter Expert of SharePoint based systems and tools. Ensures the functionality of the IKM tools of JATEC.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
