The mission of the JATEC as one of the strategic pillars of the NATO - Ukraine evolving jointness is to provide for the NATO - Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO - Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.
The Resources and Management Division (RMD) acts on all internal management and resource related issues, ensuring the effective and efficient operation of the centre. RMD coordinates with the Host Nation and is responsible for JATEC’s: Support from the NCI Agency, Human Resources Management, Base Support, JATEC Security, Communication and Information Systems (CIS), Registry services, Ukraine Registry, and Linguistic support.
The Communications and Information Systems Section (CIS) is responsible for all coordination of Service Level Management to meet daily operations within JATEC, representing it for service support and delivery between users and the NCI Agency.
The Staff Officer (CIS Security) is the critical functional expert within the CIS Section responsible for translating NATO security policy into tangible, enforceable controls within JATEC’s technical environment. The incumbent is the focal point for all CIS security matters, including accreditation, incident response, and managing the unique security requirements of collaborating with Non-NATO Entities. This post is the linchpin for maintaining a robust security posture, providing assurance to the Command Group and enabling the Centre to operate with confidence and fulfil its strategic mission securely.
Principal Duties
Staff Officer responsible for oversight of all security aspects related to JATEC CIS and execution of the CIS Security Accreditation for JATEC as directed, including development and management of the implementation of internal directives and guidance for the core staff and JATEC POW events, which includes the following tasks:
- Represents JATEC as the principal CIS Security authority.
- Serves as Security Accreditation Manager. Ensures all CIS within JATEC is accredited in accordance with NATO Security Policy.
- Performs vulnerability and risk assessments as part of JATEC Security Advisory Board. Develops and implements JATEC CIS Security programmes. Prepares and maintains Information Systems (IS) security policy, directives and user guidance to ensure the integrity, availability and confidentiality of NATO information and information-based processes.
- Provides technical advice and guidance for integrating and implementing the CIS Security guidelines. Monitors the implementation and configuration of all hardware, software and firmware enhancements, relative to the security of all JATEC CIS. Coordinates the test and evaluation of security software for all JATEC CIS.
- Performs periodic security inspections of JATEC CIS. Participates in investigations of actual or suspected security breaches. Initiates actions for resolving security discrepancies.
- Manages and operates monitoring and forensic tools. Provides initial summary reports for forensic investigations of incidents in the electronical domain.
- Coordinates and tracks COM approvals for data released to Non-NATO members.
- Acquires image of media for incidents when forensic review may be required.
- Initials in-processing briefings.
- Conducts Personal Equipment Registration.
- Reviews implementation of software/hardware to ensure CIS security is maintained.
- Provides required briefings to NNE staff on restrictions while working in a NATO environment.
- Provides training/advice to JATEC staff on special NNE responsibilities.
- Ensures appropriate CIS restrictions are in place for NNN working on NS.
- Maintains a strong Virus Prevention and Detection Program for JATEC CIS. Responds to virus incidents, reviews and maintains virus incident logs.
- Tests, evaluates and recommends appropriate incident response measures and security recovery procedures in conjunction with the NATO Computer Emergency Response Team (NCERT).
- Provides JATEC support to the NATO Computer Incidence Response Capability.
- Performs periodic review of system audit logs for the JATEC classified and unclassified networks. Identifies and researches unauthorized or suspicious activities and initiates security investigations if required.
- Assist in security inspections and investigations.
- Provides CIS Security corporate knowledge to the JATC staff.
Essential Qualifications / Experience
- University Degree in information security, computer science or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience
- University degree or equivalent in computer science, engineering, or related subject.
- At least 3 years experience in systems analysis or computer programming in a high level language.
- Experience in developing technical policy level documents.
- Experience in analysis, design, development or installation of CIS.
- Detailed knowledge of integrated computer/communication networks.
- Experience in information security policies and procedures.
- Experience in the application of security to CIS and the administration of Information systems in a secure environment.

Desirable Qualifications / Experience
- Previous relevant experience in an international organization, preferably NATO.
- Previous relevant work experience in the field of security of information.
- A University Degree or Higher Secondary Education in Science or Engineering (Electronic/System/Engineering Telecommunication) or related technical discipline.

Personal Attributes:
- Works with minimal supervision. Considerable maturity and professional judgement are required to make recommendations and, possibly, decisions on how to manage classified information and records in accordance with NATO Security and IKM D&G.
- Possesses good interpersonal and communication skills and can work effectively in a multicultural environment.
- Good health and ability to cope with stress (there is a requirement to work under pressure, with high workload and some irregular working hours).
Managerial Responsibilities:
- The incumbent will have to deal and plan with a wide range of IKM issues and be able to plan and coordinate workload accordingly and in close cooperation. The post holder is required to maintain an overview of planning and supervising future IKM activities as part of the wide NATO Enterprise Information Management strategy.
Professional Contacts:
- Frequent interaction with high-ranking military and civilian personnel.
- Must be able to liaise effectively, internally with NATO military and civilian personnel, and externally with offices of foreign governments and agencies
Contribution To Objectives:
- Indirectly impacts JATEC ability to achieve its overall training objectives. This post empowers JATEC to comply with NATO Security and IKM regulations. The incumbent also provides essential support to facilitate processes and decision-making being the technical Subject Matter Expert of SharePoint based systems and tools. Ensures the functionality of the IKM tools of JATEC.
Security Clearance
The successful applicant will be required to apply for and receive a COSMIC TOP SECRET/A Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
