The mission of the JATEC as one of the strategic pillars of the NATO - Ukraine evolving jointness is to provide for the NATO - Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO - Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.
The Resources and Management Division (RMD) acts on all internal management and resource related issues, ensuring the effective and efficient operation of the centre. RMD coordinates with the Host Nation and is responsible for JATEC’s: Support from the NCI Agency, Human Resources Management, Base Support, JATEC Security, Communication and Information Systems (CIS), Registry services, Ukraine Registry, and Linguistic support.
The Communications and Information Systems Section (CIS) is responsible for all coordination of Service Level Management to meet daily operations within JATEC, representing it for service support and delivery between users and the NCI Agency.
The incumbent is responsible for the comprehensive management and coordination of all CIS services delivered to JATEC under Service Level Agreements (SLAs) with the NCI Agency and other providers, ensuring alignment with JATEC’s operational and strategic objectives.
Principal Duties
The Staff Officer (SLA) is responsible for the comprehensive management of CIS Service Level Agreements (SLAs) and long-term CIS capability development for JATEC, ensuring alignment with operational needs and in close cooperation with the NCI Agency and other stakeholders. Key responsibilities include:
- Manages all aspects of CIS SLAs from the JATEC perspective, including negotiation of changes, resolution of contentious issues with CIS providers (NCIA), and acts as the primary liaison with external CIS providers for SLA planning, implementation, and compliance with relevant procedures.
- Represents JATEC in all ACT/NCIA ESLA development meetings and participates in configuration management boards established between JATEC and local NCIA, contributing to the development of CIS policy and guidance for configuration management.
- Conducts quality assurance reviews to monitor and ensure the effective delivery and implementation of CIS services in support of JATEC, maintaining oversight of ongoing NATO CIS projects for configuration compliance with established SLAs and JATEC requirements.
- Oversees the preparation, execution, and representation of JATEC in all SLA-related meetings, conferences, and negotiations, providing subject matter expertise to stakeholders on the sustainability and future development of the JATEC IT platform.
- Monitors and manages all JATEC user service requests (ITSM/CRF) in coordination with NCIA, ensuring timely and effective resolution.
- Supports the development of the annual JATEC CIS budget, participates in related meetings, and maintains budget oversight during execution, with a focus on aligning resources to operational and SLA requirements.
- Provides written, verbal, and briefing inputs to the Branch, Division and JATEC leadership during planning and implementation of IT platform initiatives, particularly regarding SLA budgeting and CIS operational requirements.
- Contributes to the development of web tools supporting the JATEC mission, acting as a technical point of contact between operational requirements and tool providers.
- Provides CIS advice and support to the CIS Branch Head, deputizing as required, and represents JATEC at relevant symposia, meetings, and in liaison with NATO, partners and national agencies.
Essential Qualifications / Experience
- University Degree in information Technology and management, management information systems, computer science, business administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
- 2 years of experience working in NATO and/or a national military HQ at the operational level.
- 4 years of experience leading within culturally diverse organizations; understanding stakeholder engagement, measures of effectiveness, risk management, and change management.
- 2 years of experience in Strategic Management; understanding of principles, methodologies and best practices to promote continuous improvement of associated programs.
- 3 years of experience in developing Change Initiatives related to organizational process improvement, technological improvement, organizational restructuring, and cultural transformations.
- Possesses excellent communication skills, with the ability to present complex information clearly and the ability to effectively advise and positively influence senior leadership decisions.

Desirable Qualifications / Experience
- At least 3 years’ experience in digital CIS equipment and systems.
- Experience in developing technical policy level documents in a leading position.
- At least 3 years of experience in CIS network and information systems.
- Knowledge in the field of military Headquarters in a multi-national environment, preferably NATO.
- Experience in SLA process and resource management.
- Experience in developing service level agreements.
- The incumbent should have experience in planning, organizing, coordinating, controlling, and evaluating the use of CIS resources to accomplish assigned tasks.
- Strong knowledge of NATO information systems, functional applications and networks.
- ITIL certification.
- Formal Project Management certification.

Attributes/Competencies
Personal Attributes:
Requires flexibility, good health and a willingness to work outside of the normal office environment (e.g. on military units) and hours. Good inter-personal skills are essential, as much of the activity of this post is in liaison with internal staff and external agencies.
Managerial Responsibilities:
Will normally be expected to work mainly unsupervised and has no subordinates. He/she is expected to work closely with JALLC staff to guarantee the good quality for the implementation of CIS requirements defined from the on-going analysis works and other relevant activities.
Professional Contacts:
At or above equivalent level both within the JATEC and externally, in order to maintain a thorough knowledge of developments and relevant techniques within his/her field of interest. With the responsibility of identification and implementation of JATEC CIS requirements, the Staff Officer (SLA) has a close professional relationship with all other JATEC staff. He/she must therefore be flexible and approachable to enable all staff to derive the maximum benefit. Good interpersonal skills are most important. He/she will deal with external agencies at various levels, frequently well above his grade, and may represent the JATEC at symposia where issues like development of CIS policy and guidance and implementation of CIS requirements are discussed.
Contribution To Objectives:
Will formulate solutions to problems or methods to achieve objectives as assigned by Branch Head (CIS). The effective handling of data is central to the analysis effort. The quality of the CIS Manager's judgement, expertise and performance has a fundamental effect on the achievement of the JATEC’s objectives.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
