About the job:

Based in Naples, Italy, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join DCSU Resource and Portfolio Management Office that provides service oversight and portfolio management to CSUs.Service oversight ensures services requested by customers are identified, documented and delivered according to the agreed quantities and that resources are aligned to effectively deliver them.Portfolio management enables the centralized administration of a collection of related projects/programmes, including identification, prioritization, authorization, management and control of programmes and projects within the portfolio to maintain alignment with strategic business objectives.

We are looking for a driven and enthusiastic Resource Manager who will take on the following roles and responsibilities:

  • Supports coordination and facilitates data collection for Business Intake related processes: annual Demand Forecast exercise as well as Customer Request Forms (CRFs) with local stakeholders and leadership.

  • Provides administrative support to project boards, project assurance teams and quality review meetings.

  • Facilitates and supports managers and teams in resourcing and recruitment activities, including onboarding

  • Uses recommended tools for planning, scheduling and tracking resourcing activity.

  • Provides administrative support function to teams and meetings, follows up on action items if needed.

  • Takes an active part in team meetings and knowledge sharing sessions.

  • Analyzes budgets for patterns and causes of budgeting inaccuracies.

  • Implements the organization's budget cycle and process.

  • Studies and evaluates the audit trails of various operational processes.

  • Participates in the testing, review and analysis of existing internal controls.

About you:

The valuable knowledge and experience that you bring to this role are:

  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience.

  • Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCIA, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.

  • Demonstrated knowledge and experience in coordination roles within financial management, workforce management and project management in a customer-funded environment;

  • Proven experience in planning, preparation, execution, and reporting related to financial management, workforce management, and project management activities.

  • Knowledge and experience in enterprise resource planning systems, project management processes, procedures and tools.

  • Fluency in English, both written and spoken.
