ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Command Group provides general support, coordination, management, administrative service and specialist advice to SACT, DSACT and COS.
Chief of Staff (COS) is responsible to SACT and DSACT for the staff activity necessary to execute ACT’s mission. It is the focal point for the implementation of the Commander’s direction and guidance as well as the initiation and co-ordination of all ACT staff efforts.
Supreme Allied Commander Transformation’s Representative in Europe (SACTREPEUR) is the Commander’s direct representative, and the staff (STRE) are ACT's permanent advocates and interlocutors in Headquarters NATO, acting as a force multiplier through their collocation and intimate understanding of the headquarters’ workings and personalities. SACTREPEUR and STRE operate across three related functions: carrying ACT’s position into formal events; shaping the environment in Headquarters NATO for successful ACT outcomes; and being active sensors to make sure, through dialogue and formal reporting, that leadership and staff in HQ SACT have an understanding of the prevailing environment in NATO’s political headquarters.
The incumbent supports DCOS RM who directs and coordinates all resource related issues to ensure that ACT will remain an effective and efficient organization that is primarily driven through a cascade of guidance and directions.
Principal Duties
- Represents and advocates for ACT’s position on Resource Planning and Programming actively into the Military Committee Working Group Resources (MCWG(RES)) and other resource meetings/events in Headquarters NATO.
- Advocates for ACT in formal and informal gatherings by providing the command’s perspective on resource planning and programming, illustrating ACT’s work on resource planning and programming and finalizing appropriate solutions that encompass the needs of the Command and Alliance.
- Actively engage HQ NATO International Staff and International Military Staff making ACT’s case cogently, coherently, and convincingly.
- Provide formal and informal reports to DCOS RM and RM staff on meetings/events attended on their behalf and on informal contacts and dialogue.
- Advise DCOS RM and RM staff about the prevailing circumstances in Headquarters NATO as they pertain to resource planning and programming.
- Offer advice to DCOS RM and RM staff lines to take; spotting implication and opportunities for ACT to further the command’s work for the benefit of the Alliance indicating areas of potential incoherence in resource planning and programming work and providing best practice observations.
- Within STRE - responsible for keeping SACTREPEUR/DSACTREPEUR and Branch Head Capabilities and Resources informed on all matters dealing with resource planning and programming.
- Support Branch Head Capabilities and Resources and Staff Officer Resources Budget & Workforce in accomplishing respective activities and act as alternate representative, when required.
Essential Qualifications / Experience
- University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 6 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience.
- Five years resource management experience in a large organization.
- Four years of experience in programme management and/or resource planning and programming.
- Three years of experience in NATO committee and/or working group business within the last 10 years.
- Experience in CIS, digital capabilities or infrastructure and facilities, in the military or industry.

Attributes/Competencies
Personal Attributes:
The work associated with this post requires considerable tact, persuasion and perseverance when dealing with other elements of the NATO HQ staff, ACT Staff and other Agencies. The ability to analyze and synthesize information and present clear recommendations is central to this post. Clarity of thought, and analytic skills to extract information from a variety of sources and propose sound and well-reasoned reports/recommendations, as well as articulate ACT’s position to HQ committees and WGs under short timelines is essential.
Managerial Responsibilities:
There are no subordinates to this post, but the incumbent must be able to work as part of a team drawn from within and beyond STRE, persuading and reasoning to achieve solutions. The individual will be guided where required by virtue of knowledge or experience.
Professional Contacts:
The incumbent must develop and maintain professional contacts, often at a higher level, both within STRE but also across HQ NATO and back into HQ SACT staffs.
Contribution To Objectives:
The incumbent will often be responsible for representing and shaping ACT’s position in key HQ NATO committees – where results will directly support or affect SACT key objectives.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
