Organizational Context and Scope

IOM provides comprehensive support to the United States Refugee Admissions Program (USRAP), including case processing, migration health assessments, cultural orientation training, organized transportation, and administration of the travel loan and collections program. The Department of Mobility Pathways and Inclusion (MPI), through the Resettlement and Movement Management Division (RMM), holds organizational responsibility for providing direction, oversight, and guidance to IOM’s worldwide support for all resettlement programs.  

Under the direct supervision of the Project Coordinator Travel Loan Program (TLP), and the overall supervision of the Head of USRAP TLP, working closely with the Resource Management and Financial Compliance Units within Global Office Washington, as well as other relevant departments and pillars, the incumbent is responsible for ensuring overall TLP financial integrity and reconciliations. This includes executing policies and procedures in support of the financial and humanitarian goals of the Program, strictly following regulatory standards, including Fair Credit Reporting Act (FCRA) and Fair Debt Collection Practices Act (FDCPA), U.S. federal and state financial regulations.

Responsibilities

  1. Oversee a team undertaking financial reconciliation, systematic debt dispute resolution and accounting activities.

  2. Monitor the accurate processing of high-value, high-volume financial transactions within a complex regulatory framework, analysing transactions and supporting documentation to ensure accuracy and adherence to policies and regulatory requirements, and escalating discrepancies and financial or compliance risks. 

  3. Promote staff development processes by providing training, assigning duties and giving constructive feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of activities.

  4. Perform and verify daily and monthly bank reconciliations between the Collect! system and IOM bank account (payments, returned checks, overpayments, account receivable); Oversee the Accounts Receivable process (Travel Loan Regular Deposits, automated clearinghouse (ACH) and Lockbox Deposits) by analyzing and extracting daily bank transactions, identifying their nature, and categorizing them accurately, for resource management (RMU) review and ERP entry. 

  5. Verify WAVE system reports reflect submitted data to RMU, resolve variances, and maintain proper documentation for audit and compliance purposes. 

  6. Prepare detailed summaries of operational financial environment and follow-up as needed to ensure discrepancies are addressed promptly, focusing on high-variance categories and timing issues.

  7. Ensure WAVE data entry is compliant to IOM and U.S. federal and state financial rules and proactively flag any concerns to RMU; maintain complete supporting documentation; managing e-Filing system storage. 

  8. Document and update SOP handbook for bank reconciliation and recommend procedural improvements.

  9. In coordination with RMU, liaise with banking partners on reconciliation matters, and other stakeholders as required in the performance of the TLP. 

  10. Prepare financial situation reports and statistics regularly to the Head of USRAP TLP and the Global Office 

  11. Oversee the systematic debt dispute resolution and make recommendations to TLP management on non-systematic and complex debt dispute resolution cases. This includes receiving and analyzing complaints, validating debt details for compliance and accuracy, and preparing timely, well-documented responses. Ensure adherence to regulatory requirements and maintain complete records of all communications and follow-ups. 

  12. Provide support on financial internal and external audits and reviews of the program, providing necessary advice, documentation, and data, to address audit findings and inquiries efficiently.

  13. Perform other duties as requested.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Business Administration, Accounting, Finance or a related fields from an accredited academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

  • Certification in Fair Debt Collection Practices Act (FDCPA) is a distinctive advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Proven experience in Office Accounting/Bookkeeping

  • Proven experience in billing and collections

  • Experience in UN or IOM administrative and financial management, budget monitoring, cash management and internal control procedures is an advantage

  • Certified Public Accountant or Certified Internal Audit certifications is a distinctive advantage.

  • Knowledge of Fair Debt Collection Practices Act (FDCPA), Bureau of Consumer Financial Protection (CFPB) Regulation F, and other consumer-protection laws are a distinctive advantage.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position:

  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
