Organizational Context and Scope

IOM provides comprehensive support to the USRAP, including case processing, migration health assessments, cultural orientation training, organized transportation, and administration of the travel loan and collections program. The Department of Mobility Pathways and Inclusion (MPI), through the Resettlement and Movement Management Division (RMM), holds organizational responsibility for providing direction, oversight, and guidance to IOM’s worldwide support for all resettlement programs. 

Under the direct supervision of the Head of USRAP TLP and the overall supervision of the USRAP Global Coordinator, the incumbent is responsible for the following duties and responsibilities. 

Responsibilities

  1. Oversee up to four teams who are undertaking overall repayment activities for the USRAP Travel Loan Program.  Coordinate staff development processes such as hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality of work and the accurate completion of activities. 

  2. Support the Head of USRAP TLP in project management, implementation and reporting activities, including providing inputs for budgets and tailored system solutions, and reviewing and updating TLP-specific policies in coordination with the management. 

  3. Support TLP management in stakeholder engagement, outreach activities, and partnership development  contributing to strategic impact on the program.

  4. Develop and implement scripts and communication materials for TLP website, IOM Webportal, and media materials published about the TLP.

  5. Direct TLP repayment teams to conduct billing and collection of Travel Loans in compliance with the Fair Debt Collection Practices Act (FDCPA), the Fair Credit Reporting Act (FCRA) and all applicable federal, state and municipal laws.

  6. Collaborate  with the System Solutions and Innovation Officer to ensure  that the IOM Loan Management System (LMS) is supported and maintained to include the ability, without limitation, to implement IOM policies, procedural directives and reporting requirements. Make recommendation for systems improvements.

  7. Handle all attorney and 3rd party complaint calls as well as serve as a first step of escalation mechanism for operational and technical issues. Coordinate and escalate cases together with the Head of USRAP TLP to IOM Global IT support.

  8. Review, evaluate and provide recommendation to the Head of USRAP TLP about loan waiver requests.

  9. Oversee the preparation of reports andperform quality checks to ensure data integrity and compliance to all relevant rules and frameworksPromptly inform management of possible issues which need attention and suggest corrective actions. Provide regular feedback on work being accomplished to the supervisor and keep supervisors immediately informed of any issues that arise.

  10. Undertake duty travel as required and delegated to participate in meetings, trainings and other programme activities.

  11.  Coordinate and monitor shifts-based operations to ensure continuity of services, providing supervisory coverage during non-standard business hours as needed.  
  12. Demonstrate an in-depth understanding of applicable SOPs, related systems and databases, and IOM Standards of Conduct. Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with SOPs, Standards of Conduct and relevant data protection rules.

  13. Uphold RMM Protection Mainstreaming Minimum Standards while carrying out all duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA). Alert the supervisor or management of any non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners.

  14. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree from an accredited academic institution with two years of relevant experience; or

  • Bachelor’s from an accredited academic institution with  four years of relevant work experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated experience with staff supervision (mandatory).

  • Prior experience working for the TLP (mandatory)

  • Demonstrated proficiency in IOM and TLP proprietary tools and systems (strongly advantageous)

  • Work experience with Fair Debt Collection Practices Act (FDCPA) and Fair Credit Reporting Act (FCRA) (strongly advantageous)

  • Demonstrated experience in billing and collections (strongly advantageous).

Skills

  • Excellent interpersonal and communication skills to engage respectfully with diverse populations and handle sensitive financial discussions.

  • Ability to communicate complex information in a clear, concise, and culturally appropriate manner.

  • Proven ability to identify, analyse, and resolve operational or technical issues efficiently, ensuring minimal disruption to processes.
  • MS Office Words, Excel, Access.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position: 

  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
