Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and the HRMO in Yemen, and direct supervision of the Finance Officer and, in collaboration with relevant units at Headquarters and the Administrative Centres, the incumbent will support the financial management and budget monitoring functions in the Aden Office.
Responsibilities
Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff, particularly in relation to budget preparation and project financial monitoring.
Review and follow up on the monthly and long term projectization of staff and office costs coverage for all IOM Offices in Yemen, in coordination with the Finance Officer and all the relevant units.
Manage the monthly projectization for the support staff, in close coordination with the Finance Officer and complete the allocation of staff and common office costs in PULSE.
Contribute to the preparation and revision of project budget proposals alongside Project Managers and the Finance Officer.
Draft donor financial reports for projects in accordance with IOM regulations and established procedures, in close coordination with the finance officer, as well as relevant units in HQs or Manila.
Respond to queries as appropriate with respect to financial aspects of the projects, liaise with external auditors wherever required.
Provides specialized support in the financial management for Project Activities in Yemen Country Office including tracking financial expenditure and accountability, bring any material discrepancies to the attention of the Finance officer, Head of RMU and Project Manager (PM) and suggest necessary adjustments.
Contribute to financial forecasting during project implementation phases and monitor all commitments of the project.
Prepare annual budget submissions and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses.
Monitor compliance with financial policies, procedures, rules and regulations.
Provide regular and ad hoc financial information to support informed financial decision making.
Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
Perform periodic reviews and coordinate with the Supply Chain Unit (SCU) for the clean-up of outstanding commitments.
Perform other related duties as required.
Qualifications
Required Qualifications and Experience
Education
- High school diploma with seven years of relevant experience; or,

Bachelor’s degree in Business Administration, Accounting, Finances, or related field from an accredited academic institution with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in budget preparation, financial monitoring, and donor reporting in a projectized environment.
Experience coordinating workflows in a financial or administrative function.

Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
Skills
Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
Strong analytical skills with attention to detail and ability to organize financial information systematically.
Discreet, detail and client-oriented, patient and willingness to learn new things.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
