SHAPE is NATO’s strategic headquarters supporting the Supreme Allied Commander Europe (SACEUR). This position supports a programme delivering new headquarters facilities.

Role summary (General Engineer – MEP):
Lead Mechanical, Electrical and Plumbing (MEP) engineering and ensure building systems work together. Support delivery of safe, reliable, modern facilities by contributing to design decisions, risk management, and value/cost improvements through the project lifecycle.

Principal Duties

The incumbent's duties are:

·OverseeandcoordinatesrequirementsandmonitorthedeliveryofsystemsregardingMEPdisciplines,whichensurethenewSHAPEStatic Command Facilities are fit for purpose at the point of delivery.

·LiaisewiththeHostNation(HN),ensuringtechnicalacceptabilityandfair values for products procured for SHAPE and inspection progress of projects for compliance, testing and acceptance.

·Monitorexecutiondocuments(technicaldatasheets,documentation,calculationnotes,executiondrawings,technicalconstructiondetails, schemes, etc.) to ensure compliance with User requirements and with best practice.

·Responsibleformaintainingauditsandaccuratelogsofanynon-complianceandoff-specificationstoprovideevidenceofissuesandrisks, supporting the Engineer RequirementsandAcceptanceManager monitoring quality and performance in the form of reviews, quality inspections and/or tests/demo.

·Reviewengineeringplans,specifications,anddrawingstoverifyalignmentwiththedirectivesandprojectrequirements

·Coordinateengineeringupdates,challenges,andprogresses,monitorandreportengineeringchangesandtheirpotentialimpactonproject schedules to Engineer RequirementsandAcceptanceManagerand the Programme Integration Manager.

·LiaisewithSHAPEMGTBSGandexternalstakeholderonO&MrelatedtopicsregardingMEPdisciplines.

·AssisttheEngineer RequirementsandAcceptanceManagerinthehandoverprocessbyensuringallasbuiltdocumentationis complete and compliant with requirements.

·CoordinatewiththeHostNation(HN)trainingandknowledgetransfersessionsrelatedtoMEPtorelevantstakeholders

·Generatereportsandmetricsonproject(s)performanceandcompliancewiththeapprovedprojectscopeformanagementandrelevant stakeholders to ensure an informed decision making process is achieved.

·Stayabreastofemergingtechnologiesandtrends,conductingregulartechnologyassessmentsandmakingrecommendationsforadoption. Support in the Risk management Process and contribute to the issue log, risk register, and user requirements changes in regards with his/her area of responsibility.

·ProvideSubjectMatterExpertise(SME)adviceinrelationtouserandtechnicalrequirementschangesandhowtheseshouldbereflected within the project for delivery by HN(BEL).

·Makeappropriateanalysis,preparenarrativereportsexplaininganyelectricalmechanicalrisksandissuesidentified,andrecommend corrective actions to be taken.

·Adviseonelectricalmechanicalspecialistarea,availablestandards,methods,toolsandapplications.Applyvalueengineeringandtechnical innovation.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

Undertakes all additional duties as directed by Director POSH.

Although the work is mainly performed in a Normal NATO office working environment, it will be required to regularly access the Construction site to inspect, monitor and report activities, support visits and attend meetings.The work is occasionally performed in a Construction Site including access to hard-hat areas. Slightly Undesirable Conditions apply. The risk of injury is categorised as Light Risk of Injury.

Essential Qualifications

a.Professional/Experience

  • 2 yearspostrelatedexperience workingona largescaleconstructionproject,dealingwithavarietyofstakeholders,managingrequirementsandchanges,andprovidingSMEsadvice

  • Post related experience in project processes to include aspects such as full life-cycle management, configuration management, risk management, field surveys, acceptance and handover.

  • Knowledgeoftechnicalbuildingsystems,includingBuildingManagementSystems(BMS),energyperformanceandSMARTbuildingsystems;

  • Knowledge of European and HN(BEL) regulation with regards to construction works, tender documentation and heath & safety

b.Education/Training

University degreeinelectricaland/ormechanicalengineering, orequivalent disciplinesand 2 years function related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

French – SLP 2222 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

a.Professional Experience

  • Experience in contract oversight and/or contract performance monitoring

  • Knowledge in facility management;

  • Familiarity with industry standards and best practices for compliance and quality assurance

  • Experience of engineering system implementation in classified/hardened facilities.

b. Education/Training

  • Knowledge of BREEAM or similar certifications

  • Prince 2 or any other related project management certificate

  • Management of Risk (M_o_R) or any other risk management certificate

  • Knowledge of ISO 19650 -Building Information modelling (BIM)

  • Knowledge of one or more of the following software: AutoCAD, Revit, Autodesk Construction Cloud;

  • Course: ETE-FI-2708 - Resource Management Education Programme (RMEP) Course

Professional Contacts: Daily collaboration with members of the SHAPE POSH team, SHAPE Branches, and NATO Communications and Information Agency (NCIA). Frequent coordination with infrastructure, security and CIS project stakeholders to synchronize works and mitigate potential conflicts. Occasional interaction with external stakeholders, including contractors, consultants, and SHAPE/National Construction Agencies to ensure compliance with project objectives.

Contribution To Objectives: Ensures the timely and effective planning, implementation, and execution of engineering activities related to the New SHAPE SCF project. REMARKS:

Duration of contract: This post has been identified as being required for a limited period and is strictly linked to the lifespan of the New SHAPE Headquarters project. The post will be suppressed upon the closure of the project. Newly recruited staff will be offered a definite duration contract of 3 years, which could be renewed depending on the envisioned project timeline. Please be aware that because this post is project-dependent, there is no expectation of contract renewal or conversion to an indefinite duration contract upon the project's completion. Serving NATO staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPR).

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
