Background:
The OSCE Presence in Albania (PiA), through the ExB “Support to Electoral Reform and Process in Albania” project, supported by Sweden, Switzerland, the U.S Mission to the OSCE and Poland, aims to contribute to an all-inclusive and participatory electoral process in line with OSCE commitments and OSCE/ODIHR recommendations.

As part of its support to advance professional electoral training in Albania, the Presence will organize two phases of BRIDGE (Building Resources in Democracy, Governance and Elections) training workshops, aimed at enhancing professional knowledge and skills of election officials through standardized, practice-oriented modules. The two phases will consist in one supervised co-facilitation three-day workshop required for two high-level CEC officials to complete the final step of their acknowledgement (accreditation) as BRIDGE Workshop Facilitators and one two-day introductory BRIDGE workshop for additional participants who have not previously participated in BRIDGE training.

These are expected to diversify and modernize CEC training delivery methods in Albania based on the principles of adult learning and develop institutional skills for curriculum design.

To this end, the Project seeks to engage one local BRIDGE accredited facilitator who will to assist the lead international BRIDGE facilitator one conducting the three-day workshop required for the CEC officials to complete the final step of their acknowledgement (accreditation) as BRIDGE Workshop Facilitator which is expected to take place in Tirana from 20 – 22 May 2026. 
 

Objective of Assignment: 
The local BRIDGE facilitator will support and provide facilitation and expert advice to the international BRIDGE facilitator during the preparatory phase and the three-day workshop required for the CEC officials to complete the final step of their acknowledgement (accreditation) as BRIDGE Workshop Facilitator.

Duration of Assignment:
The duration of this consultancy is envisaged for a period of 2 weeks from the start of the contract.

Tasks and Responsibilities:
1.    Assist the international BRIDGE facilitator in the planning and delivery of the three-day workshop, including contributing to session facilitation, group work moderation, consecutive translation as needed, and participant engagement and feedback.
2.    As required and in cooperation with the international expert, provide advice to ensure that discussions, examples, and exercises are relevant to the CEC’s operational environment.
3.    Liaise with participants and organizers to support workshop implementation, including preparation of materials, agendas, participant evaluation during the sessions and overall ensure smooth transition between the exercises and during the training.
4.    Prepare a short report summarizing the activities held and the main outcomes achieved.

Deliverables:
1. Active co-facilitation during the workshop sessions.
2. Integration of local context into workshop materials and discussions.
3. All workshop materials prepared and delivered on time.
4. The report delivered

Necessary Qualifications:

•    Accreditation as BRIDGE Facilitator;
•    Advanced degree in Law, Political Science or related fields;
•    Minimum 10 years of experience in public administration, including in elections;
•    Proven expertise in comparative electoral law and electoral integrity;
•    Knowledge of international practices in the area;
•    Familiarity with the political and social landscape in Albania;
•    Excellent communication and drafting skills in English; 
•    Working knowledge of Albanian or prior experience in the Western Balkans region is considered an advantage.
•    Demonstrated gender awareness and ability to integrate a gender perspective into tasks and activities is considered an asset;
•    Computer literate and able to adjust to online working.
 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
