The position is located in Programme Office in Ukraine (POUKR) with duty station in Kyiv, Ukraine, Regional Section for Eastern Europe, West and Central Asia (RSEWCA), Division for Operations (DO) and is operating under the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The Adviser (Trafficking in Persons/Sexual Violence in Conflict) will work under the broad authority of the Chief, HTMSS, located at UNODC Headquarters in Vienna and the direct guidance and supervision of the Senior Programme Officer heading the Programme Office in Ukraine as First Reporting Officer (FRO) and the Team Leader of the Team of Experts on the Rule of Law and Sexual Violence in Conflict (TOE) under the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC) located at the United Nations Headquarters in New York, USA, as Additional Reporting Officer (ARO). The position may require significant travel (20%).

Responsibilities

Within assigned authority, the incumbent will be responsible for the following specific duties: • Implement the workplan agreed with the Government of Ukraine under the Global Programme against Trafficking in Persons, implemented by HTMSS, and the Implementation Plan of the Framework of Cooperation between the Government of Ukraine and the United Nations on prevention and response to Conflict-Related Sexual Violence (CRSV), under the guidance and day-to-day direction of the Team Leader of the Global Technical Cooperation Team (TCT) of HTMSS and the Team Leader of the TOE and in close coordination with the UNODC’s Head of Office for Ukraine, including providing substantive advice and backstopping to other anti-trafficking project staff in Ukraine and Eastern Europe. • Deliver counter trafficking in persons (TIP) and counter smuggling of migrants (SOM) legal advisory services, reviews and assessments, capacity building and technical cooperation activities in Ukraine and Eastern Europe. • Identify challenges, bottle necks or gaps which hinder effective criminal justice action, including with regard to the nexus between TIP and CRSV; propose hot spots for an eventual case selection to support a test-case scenario on actual investigation through to trial phase in Ukraine and Eastern Europe. • Provide criminal investigation and/or prosecution (international, regional or national) training and serve as an operational mentor towards building capacity of national law enforcement, prosecutorial agencies and other relevant counterparts to successfully investigate and prosecute TIP/SOM and the nexus between TIP and CRSV and to overcome evidential gaps in the investigation and prosecution, particularly in the conflict and post-conflict setting through improved investigative interviewing and appreciation of trauma suffered, including where appropriate, with a focus on financial investigations, investigations of crimes affecting children, investigations of sexual and gender-based violence and forced labour. • Participate in preparing concept notes, agendas and other documentation; identify experts and participants; carry out programmatic/administrative tasks necessary for the achievement of expected results in the assigned substantive area; participate in preparing specialized technical assistance delivery tools, such as manuals and guides; participate regularly, report and provide advice to the Sub-Working Group on trafficking, established under the Inter-Agency Working Group on Implementation of the Plan for Implementation of the Framework of Cooperation between the Government of Ukraine and the United Nations on Prevention and Response to Conflict-Related Sexual Violence. • Support TIP/SOM national project staff in Ukraine, but also in the partner countries in delivering the country workplans by providing substantive and administrative support and inputs. • Undertake frequent mission travel in Ukraine and partner countries and as required, in the region. • Act as national focal point by coordinating and liaising with POUKR and UNODC HQ staff as well as other relevant international and regional actors, national and nongovernmental actors in order to facilitate project implementation and create synergies. • Ensure regular communication with national counterparts and national project staff and HQ and ensure that timely reporting obligations towards HQ’s reporting to the donor are fulfilled in a timely manner. • Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, background papers, progress reports, evaluation reports, mission reports, briefings and presentations; collect and compile relevant background data and information. • Prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results-based management as part of the monitoring, evaluation and learning plan. • Support the visibility of UNODC’s and the TOE’s TIP/CRSV work in the region and the communications plan, including submitting inputs in a timely manner. • Assure visibility to the project donor(s) in all public activities. • Contribute to the development of the UNODC Regional Programme and support delivery of TIP/SOM components of other UNODC projects related to TIP/SOM, including on corruption, terrorism, and transnational organized crime. • Support the implementation of activities of the Regional Section for Eastern Europe and West and Central Asia, including participating in coordination of meetings. • Support the UNODC Head of Office in Ukraine, located in Kyiv, in interagency coordination and specifically, lead UNODC’s interagency efforts on TIP/SOM, including in the context of United Nations reform processes. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties to support project implementation, as required.

Competencies

Professionalism: Has expert knowledge and understanding of the relevant aspects of trafficking in persons and the smuggling of migrants. Has knowledge of criminal investigations of transnational organized crime (including leadership and network analysis), the investigation of sexual and gender-based violence, financial crime and crimes against children. Demonstrates knowledge of regional and international cooperation in criminal matters. Has ability to foster regional and international contacts and cooperation relevant to the effective operation of a country’s counter TIP/SOM regime. Demonstrates ability to liaise with law enforcement/prosecutors and to prepare documents required by the courts in the course of investigations and prosecutions. Has knowledge of and ability to provide training and mentoring of prosecutors, law enforcement officers, intelligence officers, or other criminal justice officials in matters relating to the investigation and prosecution of TIP/SOM, as well as TIP/CRSV including in situations of conflict. Demonstrates knowledge and understanding of relevant international instruments, including the United Nations Conventions, Protocols and Security Council Resolutions relating to TIP/SOM. Is able to provide expert advice and to be proactive in seeking to develop new areas of work within identified objectives and strategies. Education

Advanced university degree (Master’s degree or equivalent) in law, criminology or criminal justice, international relations, international affairs, human rights or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible professional work experience, including international experience, in crime prevention and criminal justice is required. Of the minimum years, at least one (1) year of work experience in promoting a rights-based criminal justice responses to sexual violence in conflict, especially trafficking in persons for sexual exploitation, in a conflict setting is required. Proven experience in designing and delivering training on trafficking in persons (TIP) and smuggling of migrants (SOM) and in providing legal and policy advisory support to national authorities to enhance countering-trafficking in persons and counter-smuggling of migrants frameworks and practices is required. Demonstrated experience advising national authorities on rule of law and criminal justice reform is required. Work experience contributing to capacity-building efforts addressing the nexus between trafficking in persons (TIP) and conflict-related sexual violence (CRSV), particularly in the context of Ukraine, is desirable. Work experience within the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.
