The International UN Volunteer ICT Specialist is responsible for assisting and implementing ICT policies and standards established by the HQ; providing ICT and administrative support services to the UNFPA Country Office and Area Offices Herat, Mazar, Kandahar, Jalalabad, Bamyan and Faizabad; and providing daily technical support to users of information management tools and technology infrastructure. The ICT Specialist will work in close collaboration with the Advocacy and Communications Specialist, Senior Management and colleagues of the various programme teams. The ICT Specialist is also expected to interact with UNFPA Regional Office and Headquarters.

Task description
Within the delegated authority and under the supervision of International Operations Manager, the International UN Volunteer ICT Specialist will have the below responsibilities:
Infrastructure Management:
• Deploy, manage, and maintain IT and telecommunications systems, including Local Area Networks (LAN) and Wide Area Networks (WAN), servers, internet connectivity, and hardware (laptops, printers).
• Monitor system performance to ensure high availability of network infrastructure.
• Develop new and update the current Google online Forms to digitize paperwork.
• Manage and monitor Google Drive (online and desktop) services and provide user support.
Technical Support and Maintenance:
• Install, configure, and troubleshoot operating systems, applications, and software on all UNFPA official laptops.
• Provide ICT support to UNFPA staff across Afghanistan Country Office and Area Offices, both onsite and remotely.
• Perform hardware maintenance and repairs, including replacement of components (disks, memory, cabling, power sources, etc.).
• Deliver technical support for presentations and workshops conducted via Zoom and Google Meet.
• Assist with VoIP installation and configuration for the Afghanistan Country Office.
• Serve as backup for technical support during the LAN Manager’s absence.
• Providing over all full support to international colleagues in Country Office and Area Offices during the evenings and weekends.
Security and Compliance:
• Safeguard confidentiality, integrity, and availability of data, LAN/WAN, and network security.
• Implement cybersecurity measures, including firewall protection (Meraki) and endpoint security on all official laptops.
• Enforce information security policies, including user access control and password management.
Systems Administration and Development:
• Plan and develop new information systems and upgrade existing LAN/WLAN and hardware infrastructure.
• Administer user accounts under UNFPA Google Accounts and manage access permissions.
• Contributes to the development and updating of the Country Office Disaster Recovery Plan.
• Support the creation and maintenance of the Standard operating procedure (SOP) and Business Continuity Plan (BCP).
• Manage and monitor the internet connections of Microwave and VSAT links from Etisalat, AWCC, Marlink, Optix Wave and other ISP service provides.
• Maintain a stock of ICT equipment, laptops, and accessories for use during crises or emergencies.
Procurement and Asset Management:
• Prepare the annual procurement plan for ICT equipment and devices (laptops, switches, routers, access points, firewalls, and other hardware/software).
• Assist with ICT budgeting for goods and services, hardware, and software licenses procurement.
Training and Capacity Building:
• Provide training and support to staff on ICT, cybersecurity, and emerging technologies.
• Perform other ICT-related duties and support as required.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
