Project Context and Scope

Under the overall supervision of Chief of Mission and the direct supervision of the Programme Officer, the consultant will be responsible for conducting a final independent evaluation of the project “Strengthening Survivor Protection and Services” by submitting timely and quality evaluation deliverables as follows: (1) An evaluation inception report that clearly outlines the evaluation methodology, refined and/or additional evaluation questions, data collection plan, detailed work plan, evaluation matrix (questions and sub questions, indicators, data sources and methods); (2) Agenda of field visit / data collection meetings in Cambodia to gather data; (3) Draft Evaluation Report structured to the IOM template, presenting preliminary findings, analysis, and recommendations; (4) A final evaluation report, incorporating IOM’s comments if applicable, including all the elements as indicated in the IOM template; (5) A 2-page evaluation brief following the IOM template; (6) A final online presentation on the findings of the evaluation for IOM and other relevant stakeholders as needed; (7) A draft management response matrix following the IOM template; (8) Row dataset data analysis coding, include quantitative and qualitative file and other reference.


 
Organizational Department / Unit to which the Consultant is contributing

 

The main objective of this consultancy is to conduct a final external evaluation (hereinafter referred to as “Evaluation”) of the Project “Strengthening Survivor Protection and Services in Cambodia” to serve as an independent, evidencebased assessment of the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability in the Cambodian context.

The Evaluation objectives are to:

  • Assess the extent to which the project has achieved its intended objectives, outcomes, and outputs.

  • Identify key internal and external factors that facilitated or hindered implementation.

  • Evaluate the project’s contribution to strengthening Cambodia’s institutional response to trafficking in persons, including emerging forms of exploitation linked to scam centers and forced criminality.

  • Document good practices, lessons learned, and challenges to inform IOM’s future countertrafficking programming in Cambodia and the Mekong subregion.

  • Provide actionable recommendations for stakeholders, including national authorities, partners, and donors.

  • Assess the quality, consistency, and utility of project-supported data for decision-making and coordination at national and sub-national levels.

The project “Strengthening Survivor Protection and Services in Cambodia” aims to support the the Royal Governemnt of Cambodia in improving survivor protection and services for all forms of trafficking in persons through enhanced victim identification, demand driven delivery of services and reintegration options, especially in provinces along Thailand-Cambodia border, with a particular attention to emerging forms of exploitation.

Evaluation Criteria: The evaluation shall be guided by the OECD-DAC (2019) evaluation criteria — Relevance, Coherence, Effectiveness, Efficiency, Impact, Sustainability — tailored to this C-TiP context. A list of evaluation questions could be found in the dedicated Evaluation ToR. 

Evaluation Methodology: The evaluation will be conducted in line with IOM monitoring and evaluation policies and guidance. The evaluator will propose a detailed methodology in the inception report, subject to validation by IOM Cambodia. A mixed-methods approach will be applied. Given the multi-actor and systems-level nature of the intervention, the evaluation will adopt a contribution analysis approach to assess the plausibility of the project’s theory of change and the extent to which observed results can be linked to project interventions, while considering external influencing factors. Methods are expected to include desk and policy reviews, key informant interviews with relevant stakeholders, potential site visits and observations, and analysis of available secondary data.

Qualifications

Required Qualifications and Experience

Education

  • Both international and national consultants should possess a postgraduate degree or a doctoral degree in a relevant field (education, social work, social psychology, statistics, econometrics, economics, sociology, demography, development studies, etc.).

Experience

  • Strong demonstrated professional experience in conducting evaluations for international organizations, especially UN agencies and NGOs.

  • Knowledge of trafficking in persons, protection, migration is preferred.

  • Expertise in evaluation methodologies that address vulnerability factors and uphold human rights principles.

  • Familiarity with Cambodian and Southeast Asian regional context desirable.

Skills

  • Strong analytical, writing, and communication skills.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
