The Bank for International Settlements, BIS is hiring an Operational Risk Oversight Risk Manager within the Risk Management department.
This role is based in Basel, however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Relocation support is available for the successful candidate and their dependent family members.
This job is available as three years fixed-term.

Purpose of the job:
The Operational Risk Manager, reporting to the Head of Operational Risk Oversight, will play a pivotal role in supporting the BIS’s operational risk management framework as part of the Second Line of Defence (2LOD). This role focuses on process management risk while also contributing to related second line of defence activities for resiliency, banking compliance, and third-party risk management. The position contributes to ensuring that the institution's operations are conducted in alignment with internal policies, procedures, and sound risk management practices.

- Drive operational risk second line of defence oversight across Process Management, Resiliency, Banking Compliance and Model Risk.
- Leverage your communication skills and subject matter expertise to foster sound practices, engage with diverse stakeholders (including senior leadership), and help identify the best path forward to achieve common goals.
- Play a vital role in safeguarding and empowering the bank to fulfil its mission effectively.
Principal accountabilities:
Process Design and Management
- Act as the principal Second Line of Defence (2LOD) for process management and model risk.
- Oversee model validation activities and promote practices to ensure the effective application of AI models.
- Collaborate with business units to identify process vulnerabilities and recommend enhancements to strengthen control effectiveness.
- Assess risk conditions and report on operational process design and control effectiveness to promote alignment with the institution’s risk appetite.
- Develop and monitor key risk indicators (KRIs) to evaluate process controls.
Banking Compliance
- Identify and document compliance risks related to banking activities, including monitoring cash flows and detecting suspicious activities.
- Support fraud detection efforts and provide guidance on operational risk queries.
Resiliency and Crisis Management
- Support the Bank’s Business Continuity Management (BCM) efforts and crisis response readiness.
- Support the coordination crisis responses to minimize reputational, operational, and financial impacts.
Third-Party Risk Management
- Assess process management and AI model risks associated with third-party service providers, particularly in technology and payment operations.
- Conduct periodic reviews of related third-party risks and recommend mitigating actions.
Risk Monitoring and Reporting
- Develop and maintain risk dashboards and reports for senior management.
- Investigate incidents, identify root causes, and recommend corrective actions.
Stakeholder Engagement and Policy Development
- Provide guidance to first-line teams to enhance their understanding of process risks.
- Contribute to the development and refinement of risk management policies and frameworks, focusing on process and third-party risks.
Qualifications, skills, and experience:
- University degree in law or finance, or equivalent professional qualification.
- Professional qualification in risk management, compliance, or a related discipline.
- 8 to10 years of relevant professional experience.
- Proven experience as a 1LOD in a financial institution, central bank or commercial bank.
- Proven experience in operational risk management with a focus on process management in a financial institution, central bank or commercial bank.
- Relevant knowledge of banking operations and accounting activities. Knowledge of AI model application and controls, including third-party related risk management is an advantage.
- Excellent written and oral self-expression in English.
- Excellent interpersonal and stakeholder management skills.
- AI literacy and familiarity with emerging technologies.
