For each specific task to be performed by the consultant, the following output(s)/deliverable(s) will be produced: A) Provide high-level strategic advisory support to advance and operationalize innovative financing approaches for PCB elimination A set of strategic advisory inputs and materials supporting the refinement and early operationalization of the Strategy, including: • Strategic inputs to the development and operationalization of innovative financing approaches for PCB elimination, including PCB-related bond structures and blended finance solutions; • Refined strategic framing of the Strategy and identification of priority pathways for implementation and scale-up, including key enabling conditions, barriers, and opportunities for mobilizing long-term finance; • Advisory inputs on the positioning and structuring of financing approaches and contributions to materials supporting initial outreach and engagement with partners and investors. All outputs will be delivered through a combination of written advisory notes, annotated documents, presentation materials, and/or participation in meetings, as agreed with the Secretariat. B) Support stakeholder engagement, partnership development, and preparation of strategic inputs A set of strategic and technical inputs supporting stakeholder engagement, partnership development, and preparation for COP-13, including: • Strategic inputs to stakeholder engagement and policy dialogue, and support to the identification and prioritization of partners and financing approaches; • Contributions to strategic and technical materials for donor engagement, resource mobilization, and partnership development; • Inputs to presentations and documentation for consideration by the Conference of the Parties at its thirteenth meeting (COP-13), and advisory inputs on the sequencing and coordination of engagement efforts. All outputs will be delivered through written contributions, presentation materials, and/or participation in stakeholder engagements and meetings, as agreed with the Secretariat.

Duties and Responsibilities

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. This consultancy aims to support the Secretariat in advancing the development and implementation of long-term and innovative financing solutions for the elimination of Polychlorinated Biphenyls (PCBs), in line with the 2028 PCB elimination goal under the Stockholm Convention, and building on the strategy “Transforming to Cleaner and Greener: Modernizing Electricity Grids to Reach Zero PCB Pollution” (the “Strategy”). Achieving the 2028 goal requires not only technical and regulatory efforts but also the mobilization of significant financial resources. Innovative financing approaches are essential to unlock capital at scale, reduce reliance on traditional donor funding, and accelerate implementation. The consultant will support the Secretariat in advancing the implementation of the Strategy through a combination of high-level strategic advisory support and targeted technical inputs. This will include further developing and operationalizing innovative financing approaches for PCB elimination, including instruments such as PCB-related bond structures and blended finance solutions; supporting stakeholder engagement and policy dialogue; and advising on the positioning and structuring of partnerships and financing approaches. The consultant will also contribute to the preparation of materials to inform donor engagement and support consideration of the initiative by the Conference of the Parties to the Stockholm Convention at its thirteenth meeting (COP-13) in April 2027. Under the supervision of the Programme Officer, the consultant will: A) Provide high-level strategic advisory support to advance and operationalize innovative financing approaches for PCB elimination • Provide high-level strategic input on the development and operationalization of innovative financing approaches for PCB elimination under the BRS Conventions, including instruments such as PCB-related bond structures and blended finance solutions; • Contribute to refining the strategic framing of the Strategy and identifying priority pathways for implementation and scale-up, including key enabling conditions, barriers, and opportunities for mobilizing long-term finance; • Advise on the positioning and structuring of financing approaches and support the translation of the Strategy into actionable and bankable approaches to facilitate engagement with public and private sector partners. B) Support stakeholder engagement, partnership development, and preparation of strategic inputs • Provide strategic input to stakeholder engagement and policy dialogue with key partners, including governments, development finance institutions, and private sector actors, and support the identification and prioritization of partners and funding sources; • Contribute to the preparation of strategic and technical materials to support donor engagement, resource mobilization, and partnership development; • Provide inputs to presentations and documentation for consideration by the Conference of the Parties at its thirteenth meeting (COP-13), and advise on the sequencing and coordination of engagement efforts to support effective rollout of the Strategy.

Qualifications/special skills

An advanced university degree (Master’s or equivalent) in the field of finance, economics, public policy, international development, environmental management, or a related field is required is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. • A minimum of ten years of progressively responsible experience in innovative finance, public finance, impact investing, or economics, preferably in the context of sustainable development, climate action, or environmental management, is required. • Demonstrated expertise in the strategic design and application of financial instruments such as bond structures and blended finance schemes, including experience with risk-sharing approaches and capital structuring, is required. • Proven experience in advising on or overseeing financing mechanisms for infrastructure or energy-related investments, ideally in connection with environmental and climate goals, is required. • Familiarity with regulatory and fiscal tools to mobilize public and private capital for development and environmental outcomes is required. • Extensive experience working with and leading international financial institutions (e.g. multilateral development banks), climate and environmental funds (e.g. GEF, GCF), or UN agencies is highly relevant and desired.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, including strong drafting/writing skills, is required.
