BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (UN WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. The core policies and strategies that govern WFP activities are save lives in emergency situations; improve the nutrition and quality of life of the most vulnerable people; and to help build assets and promote the self-reliance of poor people and communities, particularly through conditional food for work and training programmes.

The challenges of working in difficult conditions to bring much needed food and support to our recipients while inherently rewarding, can place a great deal of pressure and stress on WFP employees.

JOB PURPOSE: 

The primary purpose of the assignment is to support the effective management of WFP security operations, ensuring that programmes are delivered safely and efficiently, while maintaining the security and safety of WFP personnel, assets, and facilities in line with UNSMS standards.

ACCOUNTABILITIES/RESPONSIBILITIES:

​​1.Contribute to the implementation of Security Risk Management (SRM) for all WFP personnel, assets, and programme activities across Yemen, ensuring alignment with UNSMS and WFP Framework of Accountability.

2. Serve as the security advisor to the Country Director/OiC in the absence of the CSO, providing technical and operational guidance to enable programme delivery in a high-risk and fluid environment, including recommendations on prevention, mitigation, and contingency measures.

3. Conduct continuous security and context analysis, including mapping and assessment of state and non-state armed actors, political dynamics, and emerging threats, and provide forward-looking risk projections to support decision-making.

4. Facilitate and sustain humanitarian access through engagement and negotiation with local authorities, community leaders, and relevant stakeholders, particularly in areas with complex access constraints.

5. Monitor the security environment nationwide, providing timely advisories and analysis on developments that may impact WFP operations, including risks related to programme changes, beneficiary targeting, and socio-economic pressures.

6. Develop, update, and implement security policies, SOPs, contingency plans, and emergency procedures, ensuring compliance with FACT requirements and maintaining high standards of accountability.

7. Maintain effective security communication systems and coordination mechanisms, enabling timely information sharing, incident reporting, and rapid response across all operational areas.

8. Represent WFP in inter-agency security forums (e.g., Security Cell, SMT as required), contributing to collective analysis, coordination, and advocacy of WFP operational priorities.

9. Strengthen coordination with UNDSS, government counterparts, and humanitarian partners, ensuring alignment of security measures and supporting operational access and continuity.

10. Support the integration of security considerations into programme planning and implementation, ensuring a balance between operational delivery and risk exposure.

11. Oversee security reporting, assessments, and analysis, ensuring accurate, timely, and actionable information to support management decisions.

12. Facilitate training and capacity-building initiatives for WFP staff and cooperating partners to enhance security awareness and emergency preparedness.

13. Act in an emergency response capacity, supporting crisis management, relocation/evacuation planning, and continuity of operations.

14. Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience:

  • A minimum of five (5) years of progressively responsible professional experience in security risk management, preferably within the United Nations Security Management System (UNSMS) or in comparable military, police, or corporate security environments, including experience in the supervision of security and support personnel
  • Demonstrated experience in conducting security risk assessments and analysis, including the development and application of tools and methodologies to monitor and evaluate evolving security environments
  • Proven ability to provide technical security advice and guidance in support of strengthening organizational security management frameworks and operational decision-making
  • Experience in team leadership and coordination, including the management and development of national staff
  • Practical experience in resource management and operational planning, preferably in complex field settings
  • Substantive experience working in at least one high-risk or emergency operational context

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language). Knowledge of Arabic language is an added value.

TERMS AND CONDITIONS :

  • The applicant shouldn't be a Yemeni national.

  • This position is required for a period of consecutive 11 months with a possibility of extension subject to operational needs and availability of funding in Yemen Country Office.

  • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
