Mission and objectives
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.
Context
The United Nations Development Programme (UNDP) is a UN agency that works in about 170 countries and territories, helping eradicate poverty, reduce inequalities and exclusion, and build resilience. It thereby helps them sustain progress and achieve Sustainable Development Goals. In Ukraine, UNDP operates with three programme priorities: Democratic Governance and Inclusive Social Fabric, Inclusive and Sustainable Economic Recovery and Growth, and Sustainable Environment and Energy Transformation.
Since the start of the hostilities in 2014 and the full-scale invasion in 2022, UNDP in Ukraine has been present on the ground, through its hubs around the country, supporting regional and local authorities and civil society partners in their emergency response and crisis management efforts.
Lessons from the past years informed the development of UNDP’s Country Programme Document (2025-2029) and the scale-up of the Area-Based Recovery (ABR) Framework. The Framework’s programmatic pillars of Reconstruction, Returns, Resilience, and Reforms are focused on ensuring community recovery and creating conditions for the return to a development pathway in Ukraine.
To support war-affected regions and people in Ukraine with reconstruction, returns, and early recovery, and ensure the country’s trajectory toward EU integration, the flagship EU4Recovery partnership between the EU and UNDP was launched in 2022. With an additional EUR 50 million for 2026-2028, the EU4Recovery interventions are grouped under the following key objectives:
1. Local authorities are better prepared to meet the challenges of recovery, including reconstruction, returns, resilience, and reform processes.
2. Human capital development and socio-economic recovery are enhanced.
3. Social cohesion and the social contract are strengthened.
EU4Recovery is being implemented through an area‑based approach, ensuring that the synergies created across multiple sectors deliver the greatest possible impact on people’s lives at the community level.
In line with the national priorities of the Ministry of Veterans Affairs of Ukraine and the Veterans Policy Strategy 2030, UNDP is supporting the development of a coherent and standardized network of veteran spaces as part of veterans’ reintegration ecosystem.
Within this context, UNDP is seeking a National UN Volunteer Expert to support the Ministry of Veterans Affairs in strengthening the operational, regulatory, and analytical foundations of the state non-profit entity “State Veteran Space” and the broader network of veteran spaces across Ukraine.
The assignment will contribute to improving policy coherence, operational readiness, and evidence-based decision-making for the rollout of veteran spaces at national, regional and local levels.

Task description
- Support the development of effective operational and regulatory frameworks for the state non-profit entity “State Veteran Space,” ensuring inclusive and user-centred service design.
- Conduct analysis of national legislation, regulatory acts, procedures, and institutional frameworks related to the establishment and functioning of the network of veteran spaces, with attention to coherence across national, regional, and local levels.
- Analyze the experience and operational models of existing non-governmental veteran spaces and identify scalable practices for the national network.
- Collect, systematize, and analyze data on the needs of veterans and their family members to inform evidence-based public policy and service design.
- Provide analytical inputs on the sequencing and prioritization of the rollout of state veteran spaces across regions, considering demographic, territorial, and vulnerability factors.
- Contribute to the preparation of draft laws, by-laws, and regulatory acts related to the functioning of veteran spaces.
- Develop expert recommendations on amendments to legislation and regulatory frameworks, strengthening coherence between national, regional, and local veterans’ policies and service delivery systems.
- Facilitate engagement and consultations with the veteran community, veteran organizations, and local stakeholders to validate draft regulations and ensure community-informed solutions.
- Provide expert opinions and analytical briefs on issues related to the effectiveness and sustainability of the network of veteran spaces.
- Review international legislation and standards with a view to introducing norms and best practices to ensure the proper functioning of state veteran spaces in Ukraine, taking into account community-based reintegration approaches and decentralized service delivery.
- Support knowledge sharing and coordination among key stakeholders to strengthen the overall ecosystem of veterans’ reintegration support.
- Ensure that cross-cutting principles of gender equality, inclusion, and accessibility are appropriately reflected in analytical work, policies, regulations and recommendations.
- Perform other duties as required to support the effective implementation of the assignment.
