General Background:

The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

1. Post Context/Post Summary

The NATO Communications and Information Systems (CIS) Group plans, deliver and supports NATO’s Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATO’s deployed HQs.

The J2/6 Division is the technical coordination authority for Deployable Communication Information Systems and is responsible for the operational integration, coordination, direction and provision of required technical services for the NATO Communications Information Systems Group and NATO Signal Battalions.

The Deployable Community of Interest Services Support Branch (DCOI) is responsible as the NCISG DCOI Services technical authority to plan, prepare and execute lifecycle management activities for all deployable COI Services matters within NCISG.

The Deployable Community of Interest Services Support Section (DSSS) provides advanced level 2 support to assigned COI Services for NATO operations, missions and exercises.

The Logistics Team is responsible for all the level 2 Service Support tasks of DSSS related to Logistics and Resources services.

The incumbent is responsible to the Head DCOI Services Support Section for leading, supervising and managing the Logistics COI Services Team and the provision of level 2 service support of the Logistics COI Services in operations and exercises.

2. Principal Duties

The incumbent's duties are:

  • Performs a senior technical role in the DCIS-wide level 2 support to Logistics COI/FAS services for operations and exercises.

  • Responsible for the transition of Logistics COI services to the operational environment, including installation and pre-deployment / exercise set up, performs system administration of DCOI systems

  • Performs authorized DCOI services software changes, following established procedures for quality, configuration control, testing, documentation and security.

  • Supervises or performs the required COI systems tests prior to deployments/exercises to ensure proper configuration and operation of assigned systems.

  • Performs interoperability tests for assigned COI services.

  • Performs the investigation and resolution of problems relating to Logistics COI systems.

  • Performs COI backups/recovery of Exercise and Operational systems and data.

  • Directs and participates in the execution of initial training – On Job Training (OJT) for newcomer personnel.

  • On deployments to operations, missions or exercises, supervising technical staff and contractors from NCISG or from external agencies within his specific area or expertise or for the generic COI domain.

  • Performs other duties as may be required.

3. Special Requirements and Additional Duties

The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. This is a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO’s boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent will be required to undergo a specific NATO provided training path, currently described in the Delegation of Deployable CIS Permissions (DoDCP) SOP, in order to be granted with the appropriate administrative rights enabling the fulfilment of the support level stated under the principal duties of this JD.

The work is normally performed in a Normal NATO office working environment.

4. Essential Qualifications

a. Professional/Experience

  • A minimum of 5 years experience in the operational business processes ofApplication Services.

  • A minimum of 3 years’ experience in Core Information systems; this includes as a minimum two of the following: Windows Server, Active Directory, Domain Naming, Group Policies and Desktop deployment.

  • A minimum of 3 years experience in Web platforms.

  • A minimum of 5 years` experience in Application Support.

  • A solid knowledge in Service Management, including incident and change management procedures.

  • Good knowledge of system interoperability, LAN/WAN and network concepts.

  • A minimum of 3 years experience deploying and managing server virtualization technologies.

  • Practical experience in creating system documentation and status reports.

  • Practical experience in the use of modern concepts and accepted industry standards for software engineering development tools (e.g. Unified Modelling Language (UML), Entity Relationship (ER) diagrams, etc.)

  • Proven experience in IT infrastructure management and capacity management.

  • Good understanding of storage concepts, and backup/recovery policies.

  • A minimum of 2 years’ experience in database management.

  • A minimum of 5 years experience in supervisory duties, as head of a team of technicians, with reporting responsibilities.

b. Education/Training

Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 4 years post related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post related experience.

5. Desirable Qualifications

A. Professional Experience

  • Experience in CIS operational support on NATO/National exercises.

  • Proven experience in the support of NATO Logistics COI Services.

  • In-depth experience in user technical support, Service Desk operations and/or configuration management.

  • Experience in the development/ management of DBMS (SQL Server, Oracle, PostgreSQL)

  • Experience in Web services, MS IIS and/ or Apache Tomcat.

B. Education/Training

  • MCSA or MCSE Certification or equivalent.

  • ITIL v3 or v4 Foundation and Intermediate.

  • Certification in COI System Administrator courses.

6. Personal Attributes:

  • Highly competent and skilled technician, with broad experience in support to COI systems on operations and exercises.

  • Supervisory duties, as head of a team of technicians, with reporting responsibilities. Technical management with a high level of specific competencies.

  • A level of independent judgment is required.

  • Exercise a degree of initiative, as he can be deployed commanding a support team to any deployed NATO HQ.

  • Managerial Responsibilities: May act as Head of DCOI Service Support Cell within a Deployed Network Operations Centre (DNOC) for operations and exercises

a. Management of Workload:

At the home location, the incumbent leads a team in the development of technical readiness linked to Logistics DCOI Services deployment (mission, operation and/or exercise).At the deployed location, the incumbent is responsible to manage a specific group of operational COI applications, troubleshoot and repair level 2 incidents and to rapidly re-prioritize the work of level 3 engineers to correct the more technically complex incidents according to their severity, urgency or operational impact.

b. Management/Control Workload of Others (Incl. Contractors):

Upon completion of initial training, the incumbent will be assigned to lead COI support teams, assembled on an as-needed basis, in support of specific missions, operations and/or exercises.

c. Financial Responsibility: None.

d. Management/Control of Technical Resources:

The incumbent is the primary level 2 support technician at a deployed location and, as such, is responsible for the operational management of the assigned COI applications to the specific mission, operation and/or exercise.As stated, the incumbent has level 2 control of incidents, advising service desk (level 1) technicians, correcting incidents at his/her level 2 area or, depending on the significance of the issue, making the decision to escalate the incident to level 3 CIS Engineers, and with NFS (NATO Force Structure) CIS technicians.

• Professional Contacts: Regular professional contacts with others inside and/or outside the immediate organization on technical matters with both NATO CIS Agency engineers and technicians at the home location as well as with individuals (up to OF-4) at operations/exercise deployed locations.

• Contribution To Objectives: Critical impact to the overall NCISG objectives, as team leader for a specific operational support domain (DCOI level 2 support).

• Supervisory Responsibilities:- Standard leadership and supervisory duties related to a Team Leader post.

- Provides guidance, sets objectives, and prepares military and/or civilian performance evaluation reports.

- Ensures continuous education to stay state-of-the-art, regarding evolution of the NATO systems and the introduction of new NATO systems.

REMARKS:

During crisis of MLE the incumbent is reassigned to the NCISG HQ Crisis Establishment (CE) or the DCIS Support Group, as detailed in the respective CE.

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
