Duties and Responsibilities
The International Trade Centre (ITC), the joint agency of the World Trade Organization and the United Nations, is implementing the project titled: "Advancing Traceability, Legality and Sustainability (ATLAS) in the palm oil and timber sectors in Indonesia", funded by the European Union. The three-year project aims to strengthen deforestation-free and legal production in Indonesia' s palm oil and timber sectors, including by supporting the Voluntary Partnership Agreement between the European Union and Indonesia on forest law enforcement, governance and trade in timber products (FLEGT VPA) The Joint Implementation Committee Secretariat (JIC Sec) is an entity established under Article 14 of the Voluntary Partnership Agreement (VPA) between the EU and Indonesia. Its main objective is to provide organizational and logistical support to the Joint Implementation Committee (JIC) and its subsidiary bodies and coordination to the actions resulting from decisions made by the JIC. The national consultant will work under the ATLAS project and be responsible for the JIC Secretariat as well as supporting the coordination, planning, and delivery of project activities related to the timber sector, including close collaboration with relevant government stakeholders (in particular the Ministry of Forestry), timber industry actors, and civil society. The JIC Secretariat is tasked with coordinating the preparation of JIC annual reports, organizing and preparing reports on relevant formal meetings (JEM, JIC, technical/thematic meetings), developing and distributing other documents arising from VPA work and joint communication. The consultant will have a desk at the Ministry of Forestry, Directorate General for Sustainable Forest Management (PHL) available. In 2020-2021, JIC Sec benefited from the support provided by the FAO-EU FLEGT Programme. On 31 December 2021, the final phase of FAO-EU Programme’s assistance came to an end. As part of the joint EU-Indonesia Action Plan 2022 endorsed at JIC meeting held on 17 December 2021, EU FLEGT Asia Programme (FLEGT Asia) has been tasked to provide some financial support for JIC Sec operations until 2024. Currently, the ATLAS project is providing some support for these operations, and it is expected that the Indonesian government will provide its own funding to ensure the continuity of the JIC Secretariat beyond the project. The main objective of this contract is to ensure ATLAS project implementation and staffing at JIC Sec, support key day-to-day project activities, and ensure planning, implementation, and reporting on relevant events in line with VPA commitments. The Consultant will work under the direct supervision of the Project Manager at ITC Headquarters and in close coordination with the Ministry of Forestry: 1. Coordination of day-to-day JIC Sec activities – the national consultant will work to ensure that daily operations of JIC Secretariat continue in a timely and smooth manner. They will work with MoF staff to make sure that all administrative matters are attended to (meeting minutes, planning & comms associated with the Annual Report , logistics for technical meetings, admin support for activities under the Joint Action Plan , upload of material on IDN websites, distribution of friendly emails, joint communication activities, keep track and manage the inventory of publications under JIC Secretariat, etc.). The service provider will help to ensure timely communication and exchanges between the EU and IDN. They will provide administrative/logistical support to various functions of the JIC Secretariat (hosting public consultations, commissioning Periodic Evaluation and Impact Monitoring, convening technical and thematic meetings as required under FLEGT-VPA), administer the day-to-day operations of the JIC Secretariat, and maintain records of monthly activities. 2. Event support – the national consultant will ensure that JIC Secretariat provides appropriate preparation of formal meetings (such as Joint Expert Meetings, Joint Implementation Committee, and technical meetings) and activities under the Joint Action Plan. They will closely liaise with partners/government counterparts from IDN and EU sides, as well as ATLAS project management to ensure smooth implementation of all events, venue booking, overall logistics, invitations, agenda, list of participants, language interpretations (if needed), etc. in line with United Nations procurement regulations. . The service provider will also provide the necessary documentation for activities such as Periodic Evaluation (PE), Independent Monitoring (IM), etc. and ensure that post-meeting follow up is implemented as required. 3. Stakeholder engagement and coordination: The national consultant will establish and maintain strong working relationships with the Ministry of Forestry and other relevant public and private stakeholders in the timber sector. They will serve as the main national liaison for all timber-related components of the project and facilitate national-level stakeholder engagement, including dialogue between the Ministry of Forestry and timber companies, industry associations, civil society, and EU representatives. In this role, they support the planning, implementation, and monitoring of ATLAS activities as they relate to the timber sector. 4. Project management and reporting: The national consultant will coordinate with ITC HQ on work planning, national logistics, and follow-up of activities and monitor and report on the implementation status of project components under their purview. They will prepare monthly progress notes and participate in internal coordination meetings and contribute to periodic progress reports for the EU and to Project Steering Committee meetings as required. Copyright Clause: The consultant has to ensure to have obtained the necessary permissions with regard to intellectual property rights required to perform services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
• University degree in forestry, natural resource management, environmental studies, trade, business administration, or a related field. A bachelor's degree with two additional years of experience may be accepted. • Extensive relevant experience may be accepted in lieu of the university degree. • Minimum 2 years of professional experience in project coordination or technical assistance in the timber or forest governance sector. • Proven experience working with Indonesia's Ministry of Forestry and familiarity with SVLK, TLAS, FLEGT, and other national regulatory frameworks. • Experience working with EU-funded projects or international development projects is highly desirable. • Project coordination & stakeholder engagement: Proven ability to coordinate complex, multi-stakeholder projects with national and local institutions, including government bodies, private sector, smallholder organizations, and civil society. • Communication & facilitation: Excellent interpersonal, communication, and facilitation skills to lead consultations, workshops, and high-level dialogues effectively. • Organizational and reporting skills: Strong ability to organize events, produce timely meeting minutes, and status reports. • Language proficiency: Full professional fluency in Bahasa Indonesia and English, both spoken and written.
