Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Within UNEP, the Law Division works with international and non- governmental organizations, national and local governments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. UNEP is an Implementing Agency of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP’s OzonAction’s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided with adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fund’s Executive Committee. Simultaneously, the global programme management services ensure that the Executive Committee (ExCom) receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. Through its OzonAction Branch, UNEP serves as one of the four Implementing Agencies of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Executive Committee of the Multilateral Fund (ExCom) has approved funding for UNEP to develop the HCFC Phase out Management Plan (HPMP) Stage II for Dominica, Inventory code (DMI/PHA/95/PRP/30), with UNEP acting as the Lead Implementing Agency. The funding was approved during the 94th meeting of the Executive Committee. UNEP’s Business Plan for 2025–2027 (UNEP/OzL.Pro/ExCom/95/28) was endorsed by the Executive Committee at its 95th meeting (Decision 95/30). Under this plan, UNEP will assist Countries with implementing their HCFC phase-out strategies to achieve total phase out reduction target by 2030. Duties and Responsibilities: The consultant will work under the direct guidance and supervision of the OzonAction Montreal Protocol Regional Coordinator for the Caribbean region under the overall guidance of the Head of OzonAction, Law Division. Related to the preparation of HPMP Stage II in Dominica (see Annex 1 for details): 1.Carry out national survey planning: define methodology, target groups, andquestionnaires; support data collection and quality review. Analyzing HCFC/HFCconsumption data and forecasting trends through 2030. 2.Develop a country report: summarize survey results, regulations, HPMP Stage Iprogress, and propose a national phase-out strategy. 3.Draft the HPMP Stage II document and revise it based on UNEP and Governmentfeedback. 4.Organize and support stakeholder workshops to review and validate the draft strategy. 5.Finalize the HPMP Stage II document incorporating all feedback for submission toExCom 98. 6.Provide technical advice to UNEP in responding to Multilateral Fund Secretariat (MLFS)comments and updating documents as needed
Qualifications/special skills
Master’s degree: Environmental science, Environmental policy, Engineering, politicalscience or similar. (Required) A bachelor’s degree, combined with an additional two years of experience in the same field, will be accepted in lieu of a master’s degree. Minimum of 5 years’ professional experience with at least 1 year in relation to theMontreal Protocol. Is required Good understanding of Executive Committee decisions regarding HPMPs, HFCactivities and other technical assistance projects funded by Multilateral Fund. Is required Familiarity with the control measures under the Montreal Protocol and Multilateral Fundpolicies and procedures and thorough knowledge of Montreal Protocol institutions,policies and procedures. Is required An expert with policy and technical expertise related to the implementation of the Montreal Protocol.Is desirable Good understanding of, or direct experience with, the operational capabilities,limitations and needs of National Ozone Units in developing countries. Is desirable Experience in writing and reviewing technical project proposals. Is desirable Excellent written communication skills in English. Is required

Fluency in oral and written English is required. Any knowledge of other UN languages is desirable.
