Duties and Responsibilities
The Consultant will work under the direct supervision of Programme Coordinator based in Dominican Republic, the Programme Officer in Haiti and Dominican Republic and under the overall supervision of the UNODC Regional Representative for Central America and the Caribbean. The Consultant will perform the following tasks: • Develop training materials for Control Units of Anse à Pitre, Les Cayes, Ouanaminthe, Cap-Haïtien, Port-au-Prince and Belladere. • Provide on-site and online training [CCP basic theoretical and practical training], as well as training on topics identified based on needs expressed by CUs etc. Mentoring of Control Units in Haiti: • Provide sustained on-site mentoring to Control Units in Cap-Haïtien, Port-au-Prince and Ouanaminthe; • Support officers during operational activities, including risk analysis, targeting, inspections and coordination; • Identify operational challenges, gaps and good practices; • Provide practical, context-adapted recommendations to strengthen effectiveness and sustainability. The task will be completed in close cooperation with UNODC Headquarters in Vienna (ISS/ OCB), WCO, and other UNODC field offices and partners where applicable.
Qualifications/special skills
An advanced university degree (master's degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. • A minimum of seven years of relevant progressively responsible professional experience in customs, risk-based working methodology (profiling), with a focus on law enforcement, organized crime, drug- trafficking or border management, is required; • Experience in training with practical experience in both classroom and practical on-site related risk-based working methodology and to the use of techniques and risk indicators applied to the selection of containers, is required; • Ability to synthesize and clearly summarize large amounts of information into clear concise reports is desirable; • Experience in the development of training material is desirable; • Practical experience with UN programmes, or international organizations is desirable; • Experience working in developing countries or countries in a post-war phase, is desirable;
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written French is required. Knowledge of another United Nations Language is an advantage.
