Overview of CHAI's Oxygen Access Program

Access to medical oxygen is critical for managing life-threatening hypoxemia in common childhood illnesses including pneumonia, severe malaria, and complications of prematurity. Despite substantial investments during the COVID-19 pandemic, Ghana's medical oxygen supply system remains inadequate and unevenly distributed, with significant regional disparities that disproportionately affect rural and lower-level health facilities.

The Savannah and Oti regions have the highest under-five mortality rates in Ghana (63 and 72 per 1,000 live births, respectively), while Bono and Bono East face severe constraints in oxygen production capacity despite serving large catchment populations. Lower-level facilities continue to rely on concentrators and cylinders without reliable access, resulting in frequent stock-outs and delayed patient care.

With support from the Helmsley Charitable Trust, CHAI is implementing a three-year project (April 2026 – March 2029) to reduce preventable child mortality and strengthen pandemic preparedness. This involves expanding equitable access to safe, reliable, and affordable medical oxygen across the Bono, Bono East, Oti, and Savannah regions. Serving up to 270 facilities and reaching an estimated 684,000 children annually, the project will expand oxygen infrastructure using a hub-and-spoke model, build clinical and technical workforce capacity, strengthen oxygen data and monitoring systems, reinforce regulatory oversight. It will also establish sustainable financing mechanisms for long-term system maintenance.

Position Summary

CHAI is seeking to recruit an Assistant Program Officer (APO) in Tamale to provide essential operational, coordination, and technical support for the smooth execution of the Oxygen Access project across national and sub-national levels. The APO will support day-to-day implementation by following up on work plan activities, coordinating with regional and facility-level staff, and ensuring the timely completion of planned deliverables. They will assist with organising and documenting Technical Working Group meetings, capacity-building sessions, and field supervision visits. The APOs will also contribute to data collection, validation, and reporting, strengthening routine monitoring of project progress. Working closely with the Program Manager and Program Associates, the APO will help maintain effective communication between national, regional, and facility teams, support problem-solving, and ensure consistent tracking of action items to inform adaptive project management.

The ideal candidate will be detail-oriented, data-driven, and adaptable, with strong communication and organisational skills. The APOs will report to the Program Manager and work closely with the Ghana Health Service (GHS), the Ministry of Health (MOH), the Food and Drugs Authority (FDA), and other key stakeholders.

• Execute day-to-day activities across the Oxygen Access project workstreams, in line with annual work plans and program objectives.
• Support field-level supervision, data collection, and documentation of implementation progress across the four target regions (Bono, Bono East, Savannah, and Oti).
• Coordinate with GHS and MOH counterparts to track project deliverables and follow through on agreed action items at national and sub-national levels.
• Organise and document TWG meetings, stakeholder consultations, and capacity-building sessions, including agendas, meeting notes, and follow-up trackers.
• Contribute to the rollout and monitoring of clinical and technical training for healthcare workers and biomedical engineers on oxygen systems.
• Support the development and dissemination of regulatory guidelines, SOPs, and compliance monitoring tools in collaboration with the FDA.
• Conduct facility monitoring and supervision visits to document implementation progress and identify service-delivery gaps.
• Collect, validate, and enter oxygen-related programmatic data, supporting integration into DHIMS2 and other national health information systems.
• Support the development of data collection tools, monitoring sheets, and reporting templates.
• Draft progress reports, field visit summaries, and other program documentation for internal use and donor reporting.
• Support grant proposal writing for future child health and oxygen-related opportunities.
• Perform other responsibilities as assigned by the Country Director.

• Bachelor's degree in public health, health sciences, biomedical engineering, social sciences, or a related field.
• Minimum of one year's experience in public health, health systems strengthening, or program implementation, preferably supporting government health programs.
• Strong organisational and problem-solving skills, with the ability to manage multiple tasks simultaneously and set priorities.
• Ability to synthesise information concisely and produce clear written outputs, including reports, briefs, and meeting documentation.
• Excellent written and verbal communication skills in English, including experience engaging government officials and multilateral organisations.
• Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
• Ability to work effectively in high-pressure situations and fast-paced environments.
• Willingness and ability to travel up to 60% domestically across target regions.

Advantages
