This position is located in the International Trade Centre’s Section on Sector and Enterprise Competitiveness within the Division of Enterprise Competitiveness and Institutions (DECI). The Sector and Enterprise Competitiveness (SEC) Section helps developing country MSMEs address the challenges around sustainable value-chain development, catalysing sector-wide transformation, and improving market linkages – including using new digital channels. The Fibres, Textiles and Clothing (FTC) programme improves the international competitiveness of the fibres, textiles and clothing as well as leather sector in developing countries. Working along the value chain, special emphasis is given on how the sector can improve its competitiveness, while addressing important development aspects such as women’s empowerment, youth employment and contributing to reducing climate change. FTC emphasizes the business case for addressing these overarching challenges while helping companies as well as the T&C sector in selected countries to meet ever increasing market requirements. The programme builds capacity of SMEs to take over additional functions along the value chain at production, pre- and post-production stages. In addition to the work with SMEs directly, the programme supports the institutional ecosystem around the sector to improve support services creating a holistic approach to the sector. As part of this approach, the FTC programme puts special emphasis on south-south cooperation as an effective tool to improve performance, link stakeholders across the value chain and to tap into new markets. The Fibres, Textiles and Clothing team at the International Trade Centre (ITC) encourages small businesses to grow through sustainable practices. By providing training, coaching and research, ITC drives competitiveness while ensuring social and environmental responsibility. FTC focuses on clothing manufacturing, a labour-intensive industry found in many developing countries. We support small businesses to move from simple cut-and-sew operations to complete package offerings, giving them a better foothold in the global apparel market. On textile FTC works on environmental sustainability and lean manufacturing. The FTC flagship programme is the Global Textile and Clothing (GTEX) programme that enhances the export competitiveness of the T&C in selected countries. Other projects include cotton in Africa (Zambia and Tanzania) and cashmere in Nepal, as well as leather in East Africa. The goal of this job function is to support the management and implementation of project activities related to the textiles and clothing and the wider light manufacturing sector. This includes supporting MSMEs with knowledge and coaching, including through developing new tools and methodologies on how to help them understand market trends and to develop their pre-and postproduction services to make their businesses more competitive and become preferred suppliers of international brands and retailers.

Responsibilities

Under the direct supervision of the Programme Manager, Fibres, Textiles and Clothing and the general supervision of the Director, DECI, the Programme Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned Fibres, Textiles and Clothing programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources on the FTC and leather sectors as well as manufacturing sectors in general. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) • Supervises national project staff recruited under projects (National Project Coordinators), national and international consultants and co-supervises HQ-based G staff supporting the FTC programme • Performs other duties as required.

Knowledge in product development and sustainability drivers, specifically regarding social and environmental standards for the fashion industry. Knowledge on circularity and traceability solutions tailored to the textiles and clothing (T&C) and leather sectors. Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field such as textile/manufacturing-related engineering. A first-level university degree in the above subjects in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Qualification in project management is desirable.

Work Experience

A minimum of five years (seven years with a first level degree) of relevant experience in project or programme management, administration or related area is required. A minimum of three years of relevant experience in the fibre, textiles and clothing or leather sector is desirable. A minimum of three years of experience in working on projects related to fibres or textiles or clothing or light manufacturing sector in developing countries is desirable. A minimum of three years of experience experience working with brands/retailers in sourcing from developing countries is desirable. Experience working on projects on environmental sustainability in the FTC sector is desirable. Experience working on projects related to supply chain due diligence in the FTC or light manufacturing sector is desirable.
