At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision included the creation of the Fund for responding to Loss and Damage (FRLD), with a focus on providing support to affected nations.
At COP28 and CMA5, the COP/CMA formally approved the Fund’s Governing Instrument, designating it as part of the UNFCCC’s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the FRLD’s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fund’s secretariat. The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP/CMA’s stipulations. The FRLD Secretariat, hosted by the World Bank in Washington, D.C., supports FRLD governing bodies, manages institutional relations, aids in strategy, policy, and program development, and oversees management systems.
The FRLD Secretariat, led by the Executive Director (ED), coordinates FRLD’s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), and other stakeholders. It also drives thought leadership, manages portfolio risk, and develops initiatives to mobilize resources. 
The Programming and Country Engagement (PACE) team under the FRLD Secretariat is the programming and technical core of the Secretariat, responsible for leading the development and operationalization of funding modalities and instruments, and managing the pipeline and portfolio of the FRLD in close engagement with countries and access entities. Key functions include (1) developing programming modalities and instruments for the start-up phase (Barbados Implementation Modalities, BIM) and long-term operations of the Fund; (2) conducting the review of funding requests submitted to the Fund; (3) managing the pipeline and approved portfolio throughout the stages of the funding cycle, in close coordination and engagement with countries and access entities; (4) supporting the development of the simplified mechanism for determining functional equivalency of countries and entities; (5) representing the Fund, on matters related to programming and country engagement, in global and regional dialogues and conferences and (6) collaborating with the entities in the funding arrangements to ensure complementarity and coherence.
The PACE team is led by a Program Manager supported by a team of technical experts and subject-matter specialists in fields related to loss and damage, climate and development finance. The Programming Analyst will report directly to the Program Manager of the PACE team. 
Duties and Accountabilities
• Develop and maintain the FRLD pipeline and portfolio management system. 
• Conduct completeness checks for funding requests under the BIM.
• Support the end-to-end pipeline tracking for funding requests, ensuring all required reviews and clearances are completed on schedule as per the deadlines.
• Produce periodic reports on the pipeline and portfolio and present regular updates to the team and the wider Secretariat as requested by the PM
• Conduct targeted research and comparative analysis on relevant climate finance and loss and damage issues, partner programs, and funds to inform program design and country engagement strategies.
• Support the development of talking points, policy briefs and summaries of meetings and workshops.
• Support preparations for Board Meetings and provide on-hand support at Board meetings, including taking detailed notes on Board Member deliberations
• Develop a database of Board Member comments and conduct quantitative and qualitative analysis of trends and patterns
• Track Board decisions, set timelines, and report status to the PM.
• Draft, edit, and format papers, slide decks, FAQs, process guides, web copy, and advocacy materials, in consultation with PACE team members, including the BIM Delivery Team, and other Secretariat units
• Develop and maintain SOPs, templates, checklists, and document repositories.
• Support outreach to national focal points, access entities and partner organizations; 
• Coordinate bilateral/multilateral dialogues, technical sessions, and consultations, including setting agendas, preparing meeting materials, taking notes, synthesizing outcomes, and ensuring follow up
• Maintain communication and follow up with key government, NGO, and private sector contacts
• Prepare summaries and reports from meetings, briefings, and events to document decisions, action items, and follow-ups
• Manage and maintain the FRLD Secretariat and PACE registry emails, including coordinating with the team to respond to inquiries
• Support the preparation of materials for workshops, webinars and technical sessions delivered by the PACE team.
• Support other duties as requested by the PM.

Selection Criteria

In addition to meeting the World Bank-wide criteria for this level position, it is expected that the selected candidate will meet the following criteria (in order of importance):
  
• Bachelor’s degree (or equivalent) in international affairs, international development, or related field.
• 1-2 years of relevant work experience
• Experience working in a multilateral climate fund Secretariat
• Demonstrated knowledge and familiarity of the work of FRLD
• Strong analytical skills and the ability to think and work independently, manage multiple tasks efficiently, with attention to detail.
• Experience producing research products and presenting research to diverse audiences. 
• Experience in managing communications and relationships with stakeholders
• Effective interpersonal skills and ability to interact effectively with colleagues from various cultural backgrounds under time pressure.
• Excellent written and verbal communication skills
• Fluency in spoken and written English required.
