Mission and objectives

The United Nations Development Programme (UNDP) is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in some 170 countries and territories, supporting their own solutions to development challenges and developing national and local capacities that will help them achieve human development and the Sustainable Development Goals. Our work is concentrated on three main focus areas: Sustainable development; Democratic governance and peacebuilding; Climate and disaster resilience. UNDP helps countries attract and use aid effectively. In all our activities, we promote gender equality and the protection of human rights. UNDP has enhanced its support to countries to work towards the eradication of extreme poverty, enabling us to build back better and work towards innovative solutions to the complex global challenges. We have refined our service offering through six signature solutions to provide a more integrated response to the development challenges that we are all facing in this complex global environment. This includes a mix of policy advice, technical assistance, catalytic financing and innovative programmes tailored to country specific needs to accelerate progress towards the Sustainable Development Goals through six our signature solutions on - poverty, governance, resilience, environment, energy, gender equality.

Context

UNDP Zambia is strategically repositioning the implementation of its Country Programme to respond to emerging development opportunities and to leverage UNDP’s comparative advantages in maximizing partnerships, resource mobilization, and development impact. This realignment is fully consistent with UNDP’s mandate, the Country Programme Document (CPD) for the period 2023–2027, and UNDP’s continued support to the Government of the Republic of Zambia (GRZ) in delivering on the priorities of the Eighth National Development Plan (8NDP).

A recent review of the programme portfolio underscored the need to recalibrate programme implementation towards a more integrated and coherent programmatic approach. This approach is anchored in the current CPD, the six (06) Signature Solutions of UNDP’s Strategic Plan, and the Regional Bureau for Africa (RBA) Strategic Offer. In this context, UNDP Zambia will further strengthen its role as an integrator to accelerate progress towards the implementation of the Sustainable Development Goals (SDGs), fostering collaboration across sectors and stakeholders.

As the development landscape continues to evolve and the Decade of Action for the SDGs advances, it has become increasingly imperative for UNDP Zambia to review and enhance its programming approach. This is to ensure the organization remains responsive, innovative, and effective in supporting the GRZ to achieve the objectives of Agenda 2030 and the 8NDP. A more strategic and forward-looking planning approach is required to ensure efficient and effective delivery of the Country Programme, ultimately promoting inclusive and sustainable human development.

Building on lessons learned and recent organizational assessments, UNDP Zambia is strengthening its programme and management advisory support structures. These structures will provide integrated support to both the Programmes and Operations Clusters under the direct oversight of the Country Office’s (CO) Senior Management. The objective is to leverage innovative approaches, advance digital transformation through the adoption of ICT tools using existing corporate platforms, improve client-oriented service delivery across the office, and enhance synergies and collaboration among all units and departments.
