About the job 

DRC is seeking a highly motivated and experienced Disaster Preparedness and Anticipatory Action Specialist to lead and coordinate anticipatory action programming at the national and field level in Libya. The Specialist will serve as DRC's technical focal point for Anticipatory Action within an ECHO-funded consortium, leading the set-up of anticipatory action systems, co-designing preparedness and early action plans with local stakeholders, and maintaining coordination and representation with consortium partners, local authorities, first responders, and relevant emergency preparedness platforms. 

   

Your main duties and responsibilities will be: 
 
Management and Coordination 

  • Work under the technical supervision of the Economic Recovery Coordinator and in close coordination with DRC's global and regional Anticipatory Action technical leads, ensuring the Libya DP/AA portfolio is implemented in line with both country programme priorities and DRC's global AA standards. 
  • Coordinate with consortium partners, local authorities, first responders, and relevant humanitarian coordination platforms to ensure a harmonised and complementary approach to disaster preparedness and anticipatory action. 
  • Engage in existing Anticipatory Action and Disaster Risk Reduction coordination platforms, including technical working groups, and support the establishment of new coordination structures where needed. 
  • Ensure the visibility of DRC's Disaster Preparedness and Anticipatory Action portfolio in relevant humanitarian coordination mechanisms. 
  • Act as the liaison between the Libya programme and DRC's global and regional AA technical leads, ensuring tools, triggers, and approaches are aligned with global guidance and regionally validated standards. 

Implementation and Technical Support 

  • Lead the set-up of anticipatory action systems in Libya, including the co-design of Early Action Protocols, trigger mechanisms, and activation and stand-down procedures, in close collaboration with authorities, CSOs, and first responders. 
  • Lead the design and delivery of Training of Trainers (ToT) on anticipatory action for local actors, including municipalities, national first responders, and civil society organizations, and support cascade training rollout. 
  • Support the operationalization of emergency preparedness plans, including the identification of safe spaces, prepositioning of supplies, and strengthening of local emergency response capacities. 
  • Oversee the management of the anticipatory action small-grant facility in Libya, including partner selection, technical accompaniment, and monitoring of locally-led anticipatory action pilots. 
  • Provide technical support to consortium partners when requested and local actors to ensure that anticipatory action and preparedness activities meet DRC standards and are embedded in local structures for long-term sustainability. 
  • Ensure anticipatory actions are well integrated into broader emergency preparedness and response strategies, including the Crisis Modifier mechanism. 
  • Develop tools and standard procedures (SOP´s) for quality implementation, train team in their use and ensure their good implementation. 

Data, Analysis, and Learning 

  • Coordinate with DRC's MEAL and Information Management teams at the coordination office level to support the set-up and contextualisation of the predictive displacement model for Libya. 
  • Facilitate the collection and transmission of community-level early warning indicators from field-based focal points to feed into the regional displacement dashboard and inform trigger development. 
  • Support the integration of ground-level operational insights from Libya into consortium-wide data and analysis processes, ensuring forecasts and triggers reflect field realities. 
  • Capture and disseminate lessons learned from anticipatory action pilots in Libya, contributing to consortium-level and global knowledge-sharing efforts. 

Reporting and Representation 

  • Contribute to the development and ensure quality of donor reports for the Disaster Preparedness and Anticipatory Action component. 
  • Ensure timely and high-quality reporting on activities in line with donor and DRC requirements, maintaining clear communication with the Programme Manager and consortium coordinator. 
  • Develop partnerships with national and international NGOs, local authorities, and other institutions active in disaster preparedness and anticipatory action, with the support of the Partnership Coordinator.

About you 

To be successful in this role we expect you to have At least Minimum 4 years of experience in Disaster Preparedness, Disaster Risk Reduction, and/or Anticipatory Action programming in an international NGO or equivalent.  

  • Demonstrated experience leading the design and implementation of disaster preparedness, and ideally on anticipatory action systems, including co-design of Early Action Protocols, trigger mechanisms, and preparedness plans with local actors.   
  • Experience in capacity strengthening of local authorities, first responders, and civil society organisations on disaster preparedness and emergency response. 
  • Experience working within a consortium or multi-partner framework, including coordination with consortium partners and external stakeholders. 
  • Proven skills in project management, activity planning, and technical and donor reporting. 
  • Experience partnering with national authorities, government bodies, and UN agencies. 
  • Experience in volatile and insecure environments. 
  • Demonstrated capacity to work collaboratively in a multicultural environment. 
  • Fluency in written and spoken English.
