What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Economic Security Generalist is responsible for the overall management of the EcoSec activities and resources in assigned area of response (AoR). S/he analyses the economic security and agricultural situation; conducts need assessments and plans EcoSec interventions in consultation with the respective field management, technical supervisor and EcoSec team in Nairobi.
The job holder implements the activities according to department/delegation objectives, agreed budget frame and plan of action (PoA), and reports on the progress of the programme as required.
This is a national/resident position based in Afgoye, Somalia.
Accountabilities & functional responsibilities
- Contributes to the set-up and conduct of needs assessments in the AoR by using the standard EcoSec approach and internally established tools and procedures. This includes identification of baseline data and SMART indicators, use of appropriate sampling approach
- Maintains up to date information on the economic security and agricultural situation in the AoR and analyses and compiles the relevant data on the context concerning livelihoods, agriculture and markets, including also local historical, social, political and other aspects pertinent to the program implementation
- Ensures that the project implementation is carried out in line with the set objectives, timeframe, allocated budget and the internally adopted coordination mechanism
- Participates in data collection exercise by using the internally established tools and procedures
- Conducts response analysis of different EcoSec interventions (SWOT approach), associated risks and mitigation measures, including appropriateness and feasibility aspects and provides support to other involved staff
- Participates actively in selection of priority/activity areas and individual projects and formulation of monthly/quarterly implementation plans
- Formulates proposal drafts for individual projects including SMART indicators, expected outputs/outcomes, plan of action and project budget, based on the internally established tools and procedures
- Participates actively in the design, planning and implementation of the projects/program review and evaluation
- Oversees logistics planning and manages distribution teams within the AoR
- Coordinates monitoring activities, through regular monitoring of the EcoSec interventions in the AoR based on the internally established tools and procedure
- Prepares monitoring reports and ensures that the respective field management, technical supervisor and involved EcoSec specialist(s), are regularly and timely informed on the projects’ progress
- Coaches and trains the volunteers team involved in project implementation
- Provides written contributions for the delegation’s annual planning exercise regarding the evolution of the economic security situation and program implementation
- Reports on the contextual aspects and progress of the program activities
- Prepares assessment/monitoring reports and project proposals based on the EcoSec standard procedures using the internally established reporting formats, including other specific reports
- Collects and analyzes statistical data on all EcoSec interventions within the AoR and produces monthly statistical reports
Certifications / Education required
- Bachelor`s degree in Economics, Development studies, Sociology or Agriculture/Veterinary science or equivalent qualification in a related field of study
Professional experience required
• 5 years’ experience in a similar field of activity
• Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief
• Proven experience and skills in using various data collection and analysis tools

• Proven team management, coaching and team motivation skills
• Project management experience
• Excellent knowledge of political, social, economic and cultural aspects in Somalia
• Fluency in written and spoken English and Somali language
