IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope
The Boeny region of Madagascar has been experiencing significant demographic pressures due to climate-induced internal migration. Prolonged droughts in the south and recurrent tropical cyclones along the eastern coast, compounded by poverty and insecurity, have driven thousands of people to relocate permanently to Boeny. Between 2019 and 2022, an estimated 108,000 individuals were displaced from the southern region primarily due to recurring droughts, with Boeny receiving 46% of this population according to the IOM Displacement Tracking Matrix (DTM). This influx has strained already limited local resources overwhelmed local authorities heightened tensions between newly arrived migrants and host communities leading to social conflicts.
To support in addressing these challenges, IOM Madagascar is supporting the Deutsche Gesellschaft fur Internationale Zasammenheit (GIZ) initiative “Améliorer la gestion des migrations internes dans le contexte du changement climatique” (ProMIC) through the project “Ensuring evidence-based and coordinated durable solutions planning and promoting social cohesion and peace building between internally displaced persons and host communities in the Boeny region”. The overall objective of the project aim to enhance the understanding of mobility patterns, displacement impacts and identify root causes of conflicts and fragility among affected communities in the Boeny region, and enable communities impacted by displacement (including displaced persons and their host communities) to set on a pathway to durable solutions. As part of this effort, IOM will support in promoting social cohesion through the implementation of Community-Based Planning (CBP) focusing on empowering communities to identify priorities, engage in dialogue, and implement collective solutions that benefit both migrants and host populations. The CBP will emphasize participatory planning and inclusive decision-making to reduce tensions and promote social cohesion. To ensure effectiveness, Core Facilitation Team (FTM), will be established to ensure ownership, inclusion, and sustainability. The CFT will support community mobilization, co-facilitate CBP sessions in the community, and support following up on the implementation of community action plans.
To ensure effective implementation, an international consultant will be deployed to Madagascar to support the roll-out of the CBP process. Their technical guidance and facilitation will help IOM Country Office (CO) staff in Madagascar to support the roll-out of the CBP process. The expert will also provide methodological support to ensure that CBP activities are conflict-sensitive, culturally appropriate, and aligned with durable solutions planning.
Under the direct supervision of the Chief of mission of IOM Madagascar, the consultant will be responsible for supporting the CBP roll-out in Madagascar within the framework of the project "Ensuring evidence-based and coordinated durable solutions planning and promoting social cohesion and peace building between internally displaced persons and host communities in the Boeny region
". The consultant will work closely with IOM staff and relevant government counterparts.
Responsibilities
- Provide technical leadership and programmatic expertise to IOM Madagascar to ensure the effective implementation and roll-out of the CBP.
- Provide technical training to IOM Madagascar staff on CBP methodology and support the trained IOM staff to deliver a CBP training to government counterparts.
- Adapt CBP training materials to Madagascar context and ensure that process is inclusive, conflict sensitive, and promotes the participation of women, youth, elders, IDPs, and host community.
- Provide technical guidance to IOM staff during the roll-out of CBP in the communities, ensuring alignment with IOM’s CBP manual.
- Provide technical guidance to staff during CBP roll-out in the districts and the community;
- Support the establishment of the Core Facilitation Team (CFT) composed of community representatives and local authorities to support community mobilization and CBP facilitation.
- Ensure the CBP process is conflict sensitive and inclusive of IDPs and host communities;
- Provide on-spot mentorship to IOM staff in Madagascar throughout to CBP process to to strengthen Institutional capacity and future CBP activities.
- Support the documentation of CBP process, outcomes, and lessons learned during the pilot phase
- IOM staff trained and equipped with knowledge and skills to facilitate community-based planning processes.
- IOM staff and relevant Government officials equipped with tools and strategies and able to apply conflict sensitivity and inclusive approaches throughout the CBP.
- CBP sessions successfully conducted with staff in selected target communities in the Boeny region.
- A functional Core Facilitation Team established to facilitate community mobilization and CBP facilitation.
- Community Action Plans developed and priority projects that support social cohesion between internally displaced persons identified.
- Final technical report with lessons learned and recommendations to facilitate the scale-up of CBP in Madagascar.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Social Sciences, Development Studies, Migration Studies, Peacebuilding, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Demonstrated experience in community-based planning, participatory approaches, or local governance processes.
- Proven track record in facilitating inclusive dialogue and participatory decision-making with diverse stakeholders (including women, youth, elders, displaced persons, and host communities).
- Experience in conflict-sensitive programming, peacebuilding, or social cohesion initiatives in fragile or displacement-affected contexts.
- Prior experience working with government counterparts, local authorities, and community representatives in multicultural settings.
- Experience in capacity building and training of staff and partners on participatory methodologies.
- Familiarity with durable solutions frameworks, humanitarian-development-peace nexus, and displacement dynamics.
- Knowledge of IOM’s community-based planning methodology or similar participatory planning tools is an asset.
Skills
- Strong facilitation, training, and mentoring skills with the ability to adapt methodologies to local contexts.
- Excellent communication and interpersonal skills to engage effectively with communities and stakeholders.
- Ability to document processes, outcomes, and lessons learned clearly and systematically.
- Project formulation, planning, and management skills.
- Experience in environmental or climate change adaptation planning in community settings is an advantage.
Languages
For this consultancy, fluency of english is required and working knowledge of french is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
