Duties and Responsibilities

Background of the assignment: UNODC is the guardian of the United Nations Convention against Corruption (UNCAC), which entered into force in December 2005.The United Nations Convention against Corruption (UNCAC) is a comprehensive, legally binding international treaty aimed at combating corruption in both public and private sectors. It establishes a broad range of measures and obligations for member states, including preventive measures, criminalization of various forms of corruption, and international cooperation. Recovery of assets diverted through corruption is one of the fundamental principles of the UNCAC), which underscores the importance of returning stolen assets to their rightful owners. This principle is enshrined in Chapter V of the convention, which focuses specifically on asset recovery. For Uzbekistan the asset recovery remains challenging, hindered by various technical and systemic obstacles. These challenges are closely linked to the broader issues within the country's framework for seizing and confiscating assets, anti-money laundering, financial investigation, and the management and disposal of seized criminal proceeds. To provide targeted and specific support, UNODC Regional Office for Afghanistan, Central Asia, Iran and Pakistan (ROCA) launched the Project "Improving Effectiveness of Asset Recovery Framework in Uzbekistan". The main Project’s goal is to ensure that the support provided leads to the establishment of an asset recovery framework, providing the end user with the necessary institutional, legal, and operational capacities to effectively trace, recover, and manage assets diverted through corruption and other economic crimes. To achieve it, among other goals, the Project will develop digital ARCMTS — Asset Recovery Case Management and Tracking System for use by stakeholders to systematize inventory registration, accounting, valuation, and monitoring. To facilitate this project objective, UNODC ROCA requires IT specialists who will provide technical support for the software development of the ARCMTS database. The ARCMTS Terms of Reference (further ARCMTS TOR) — shall serve as the main guiding document for all development activities under this contract. Specific tasks to be performed by the Individual Contractor: The Individual Contractor is expected to execute following tasks in coordination with the Team Leader: • Implement UI logic for forms, dashboards, status models, document previews, workflows, search filters, and reporting screens. • Integrate frontend components with backend APIs, ensuring correct data exchange and validation. • Ensure consistent application of security controls, including role based access, input validation, and secure session handling. • Work closely with designers to implement layouts, styles, and usability standards. • Optimize interface performance, loading speeds, and rendering efficiency. • Support testing, debugging, and deployment of frontend components. • Ensure a clear, intuitive user experience aligned with ARCMTS business processes and ACRMTS TOR.

Qualifications/special skills

High school diploma or equivalent is required. Formal qualifications or certifications from a recognized national or international educational institution related to computer science, , information technology or closely related field is desirable. Minimum 5 years of experience in frontend development is required. Proven experience building complex, multi‑module web interfaces, preferably for government, justice, financial, or other high‑security environments is desirable. Experience implementing of o responsive and user‑friendly UI o role‑based interfaces and secure user interactions o forms, dashboards, document views, workflow screens, reporting interfaces is required. Experience consuming REST APIs and working closely with backend developers is required. Experience optimizing performance, loading speed, and accessibility is required. Familiarity with ARCMTS‑relevant areas is an advantage: document management, operation interfaces, workflow, reporting/BI visualization is desirable. Work experience with Uzbekistan’s national law enforcement agencies and knowledge of specifics of work with sensitive information is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Uzbek is required. Knowledge of Russian is required. Knowledge of English is desirable.
