Duties and Responsibilities
Background: Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Background and Context IRP is a global partnership working to strengthen the capacities of countries and communities to build back better in recovery, rehabilitation, and reconstruction. Its Secretariat is coordinated by UNDRR. It is a joint initiative of United Nations organizations, international financial institutions, national and local governments, and non-governmental organizations engaged in disaster recovery. It seeks to transform disaster recovery into an opportunity for sustainable development. IRP supports progress against Priority 4 of the Sendai Framework for Disaster Risk Reduction (SF), Enhancing Disaster Preparedness for Effective Response and to "Build Back Better (BBB)" in Recovery, Rehabilitation, and Reconstruction. As we enter into the second half of SF implementation, the balance of progress and persistent challenges has been mapped by the Midterm Review of the Sendai Framework (MTR SF). While many countries have made notable strides in implementation, the MTR SF found the Sendai Framework (SF) is not on a path to meet its expected outcomes or goals by 2030. Progress with SF Priority 4 has similarly demonstrated important innovation and achievements, but the MTR SF found "build back better principles have not been applied systematically" and identified major barriers to progress include insufficient national capacities, engagement of diverse stakeholders and lack of financing. Objective and Scope of Work This consultancy will support the implementation of the project on readiness for resilient recovery in the Republic of Uganda. Through coordination and technical support, the consultant will ensure the timely implementation of project activities in country, with the objective to support national capacity to assess, strengthen and institutionalize readiness for resilient recovery. Tasks and Responsibilities Under the supervision of the UNDRR Programme Management Officer for Recovery Readiness, the home-based consultant will support UNDRR Strategic Objective 4 “Risk-informed disaster preparedness leads to effective and resilient response and recovery” in the Republic of Uganda. The consultant will collaborate with key partners, regional offices and other units as relevant. Specifically, the National Recovery Coordinator will ensure close coordination with the main national counterparts of the project, the Office of the Prime Minister, Ministry of Finance and the Ministry of Trade, Industry and Cooperatives, among others. Key responsibilities of the consultant include: 1. Participate in inception meetings between UNDRR, Government counterparts and partners 2. Recovery readiness a. Review and input to Recovery Readiness Framework and Assessment Tool b. Conduct desk review and data collection concerning the country policy and legal environment, baseline data, institutional arrangements, international assistance and engagements, and human and system capacity based on the Recovery Readiness Framework and Assessment Tool. Consider specifically the inclusion of gender-disaggregated data and data concerning at-risk groups. c. Design and conduct stakeholder mapping of actors engaged in recovery, with specific focus on women and at-risk groups, as guided by UNDRR and gender expert d. Organize national stocktake and consultation workshop on recovery in connection with the project inception workshop: developing workshop agenda, supporting logistics preparations, facilitating sessions and drafting/finalizing workshop report e. Draft national recovery readiness assessment report based on desk review and stocktake workshop findings f. Support in the integration of the Public Financial Management (PFM) assessment findings and recommendations into the National Recovery Readiness Roadmap to inform financial preparedness planning 3. MSME Resilience a. Design and conduct mapping of key stakeholders in Uganda for participation in the project (e.g. national business associations, sectoral business associations, associations of small to medium enterprises) b. Review the localisation of training materials on SME Resilience and conduct mapping of tools developed either by stakeholders identified in 4a), or by UNDRR c. Co-create the training of trainers – including on-the-ground logistics – on SME resilience d. Co-facilitate the training of trainers on SME Resilience e. Co-create and Co-facilitate the training on SME Resilience f. Conduct pre and post training surveys to identify baseline targets and impact of trainings g. Draft project report outlining activities conducted, and key workshop findings, including recommendations for further strengthening of support to SMEs in Uganda and East Africa more broadly 4. Serve as liaison with local agencies and government counterparts 5. Provide regular progress reports 6. Provide inputs to communication products, webstories, briefings and other processes as relevant Expected deliverables: 1. Inception Package & Work Plan: A fully developed and approved inception package outlining the methodology, stakeholder engagement approach, and a detailed, country-adapted work plan with clear timelines and milestones. 2. Uganda Recovery Readiness Diagnostic (Baseline Assessment): A comprehensive baseline assessment report analyzing Uganda’s policy, institutional, financial, and capacity landscape for resilient recovery, including gender and at-risk group considerations. 3. Stakeholder Mapping & Engagement Strategy: A validated stakeholder mapping and engagement strategy identifying key actors across government, private sector, and civil society, with specific attention to women and at-risk groups. 4. National Stocktake & Consultation Workshop Outputs: A successfully delivered national consultation workshop accompanied by a complete documentation package, including agenda, materials, and a report capturing validated findings and priorities. 5. National Recovery Readiness Roadmap: A finalized and government-validated roadmap outlining priority actions, financing considerations, and institutional roles to strengthen recovery readiness and “Build Back Better” implementation. 6. SME Resilience Capacity Building Package: A complete SME resilience training package, including localized materials, delivery of Training of Trainers and SME sessions, and analysis of pre- and post-training results. 7. Final Project Report & Knowledge Products: A consolidated final report summarizing results, impacts, and recommendations, accompanied by communication products such as briefs or web stories for broader dissemination. The Consultant will work under the overall supervision of UNDRR Programme Management Officer.
Qualifications/special skills
Advanced university degree (Master's degree or equivalent) in disaster risk management, development, public finance, business administration, public policy, urban planning, management or the relevant field is required. A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Five (5) years of relevant experience in disaster recovery, public sector coordination, private sector engagement or disaster risk management is required. Knowledge of national systems related to disaster risk management and strong networks and communication skills is desirable. Experience in research on disaster risk reduction related topics, in training or capacity building programmes, or in building and maintaining stakeholder networks is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required.
