Organizational Context
Our IFRC work is guided by our Fundamental Principles, our humanitarian values (integrity, partnerships, diversity, leadership and innovation), and Strategy 2030 (S2030), which sets out the IFRC network’s collective vision and plan of action to address the major humanitarian and development challenges of this decade. Strategy 2030 defines our vision, approach and three overarching goals, and identifies five global challenges and seven transformations required to achieve them.
In the Americas, the IFRC Secretariat is organised through a combination of technical and support functions, and geographic configurations of Country Cluster Delegations and Country Offices, to enable coordinated and effective support to National Societies in line with the Agenda for Renewal.
The POS Country Cluster Delegation (POS CCD), based in Port of Spain, covers thirteen National Societies in the English- and Dutch-speaking Caribbean. The POS CCD provides strategic coordination, technical support and advisory services to National Societies, supporting the delivery of Strategy 2030 priorities and the operationalisation of the Agenda for Renewal at country and community level.
The Humanitarian Diplomacy and Strategic Partnerships team works closely with both the Head of Delegation and the Programmes and Operations team to develop and enhance a range of partnerships while strategically positioning the Secretariat and Nationals Societies in a position to attract resources.
In short, the Senior Officer Strategic Partnerships and Resource Mobilization translates the strategic direction taken by the HD Coordinator into operational follow-through, ensures coherence, compliance, and continuity and creates the internal systems that allow humanitarian diplomacy and strategic partnerships to succeed.
The Senior Officer, Strategic Partnerships and Resource Mobilization is also responsible for the building local capacities of National Societies to mobilize resources and develop financial sustainability mechanisms. This includes support with the development of Resource Mobilization plans and fund-raising approaches.
The role leads and manages required or expected support and assistance to mobilize resources and raise funds to support the work of the IFRC and Caribbean National Societies in communities across the Dutch and English-speaking Caribbean.
The incumbent reports to the Coordinator, Humanitarian Diplomacy and Strategic Partnerships. S/he forms part of the regional and global Partnerships and Resource Development teams. The (regional) Head, Partnerships and Resource Development is the technical manager of this position.
Job Purpose
The post holder supports the mobilization and raising of funds for the Dutch and English Caribbean National Societies to meet the programmatic, staffing and funding requirements of emergency operations, and, to grow non-emergency income. S/he provides expert advice, support and assistance in the fields of fund raising, resource mobilization, and grant relationship management.
Job Duties and Responsibilities
Resource Mobilization and Funding Support
- Support the development and updating of funding plans for emergency appeals and annual operational plans, including tracking funding gaps.
- Assist in the preparation of concept notes, proposals, and donor submissions, in coordination with programme, PMER, and finance colleagues.
- Maintain an overview of funding opportunities, including basic analysis of donor priorities, eligibility, and timelines.
- Support internal decision-making processes related to whether or not to pursue funding opportunities.
- Assist with monitoring the overall funding status of appeals, plans, and projects, and flag risks or delays.
- Scan for novel and out of the box funding opportunities that align with the IFRC Networks agenda for renewal.
Grant Management, Compliance and Risk Support
- Support review of grant agreements, terms and conditions, and compliance requirements, escalating risks as needed.
- Assist with donor due diligence processes, documentation, and filing in line with IFRC policies.
- Support tracking of grant milestones, reporting deadlines, and contractual obligations.
- Help ensure decision-makers are informed of key risks, conditions, and compliance requirements.
- Support basic risk tracking related to funding, grants, and partnerships.
Donor Relations and Partnership Management
- Support donor and partner communications, including preparation of briefings, updates, and information notes.
- Assist with pledge management, processing, internal coordination, and documentation from initiation to closure.
- Support HD SPRM Coordinator with preparation for official and donor visits coordinating with local stakeholders
- Support donor stewardship activities, including meetings, visibility actions, and follow-up.
- Maintain accurate partner and donor records, databases, and trackers.
- Support efforts to build longer-term, diversified, and sustainable partnerships across income streams

Planning, Coordination and Reporting Support
- Support coordination between partnerships, programmes, operations, PMER, and finance to ensure coherence.
- Assist with operational and strategic planning processes, including Unified Planning inputs related to funding and partnerships.
- Support preparation of donor and internal reports, ensuring alignment with IFRC standards and timelines. Contribute to monitoring of project implementation from a funding and partnership perspective.
Capacity Strengthening of National Societies
- Support National Societies in developing resource mobilization plans, fundraising approaches, and donor mapping.
- Assist with organizing trainings, clinics, or peer learning on fundraising and partnerships.
- Support documentation and sharing of good practices, tools, and lessons learned related to SPRM.
Knowledge Management and Professional Collaboration
- Maintain effective working relationships with IFRC colleagues at country, regional, and global levels.
- Liaise with National Society counterparts, Movement partners, and external stakeholders as required.
- Support knowledge sharing within PRD networks and communities of practice.
- Continuously develop technical knowledge in fundraising, partnerships, and grant management.
Education
REQUIRED
- University Degree in relevant discipline
- Relevant professional qualifications in fund raising, grant management or similar
PREFERRED
- Relevant post-graduate degree or MBA
Experience
REQUIRED
- 4+ years of relevant professional experience in relationship management, strategic partnership development and/or international relations
- 4+ years of professional experience in resource mobilization and/or fundraising
- Experience in the area of development cooperation and humanitarian aid
- Experience in grant management, project management and financial management
- Experience in building and maintaining strategic relationships with external partners
- Experience in capacity building and knowledge sharing
- Experience in working in a multi-cultural environment and in different country contexts
PREFERRED
- Experience with Red Cross or membership organizations
