This position is located at the Programme Office in Lao PDR (POLAO) with duty station Vientiane, operating under the Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will report to the Programme Officer (Transnational Organized Crime) based in Vientiane, Lao PDR as First Reporting Officer, to the Deputy Regional Representative of ROSEAP, based in Bangkok, Thailand, as Second Reporting Officer. Responsibilities

Within assigned authority, the incumbent of the position will perform the following specific duties: • Contribute to the development and delivery of technical assistance, mentoring and training to national agencies in Lao PDR in particular, and in Southeast Asia as required, in law enforcement, countering transnational organized crime, and enhancing border management, with a particular focus on more effective responses to illicit drug trafficking, human trafficking and cybercrime. • Support the organization of trainings, workshops, meetings and other capacity-building activities for Lao law enforcement and criminal justice institutions. • Support coordination with regional implementation teams in advancing law enforcement capacity building and border management activities in Lao PDR. • Coordinate with Lao law enforcement institutions to identify needs and facilitate implementation of the Lao Transnational Organized Crime (TOC) programme and other UNODC programmes aimed at advancing law enforcement capacities in Lao PDR. • Conduct needs assessments and monitoring visits in implementation sites across Lao PDR, including in border provinces. • Identify equipment needs among law enforcement agencies in Lao PDR and support procurement and other relevant administrative processes to meet identified needs. • Contribute to identifying and managing consultants engaged to advance capacity building activities and provide advice to Lao law enforcement entities. • Review best practices, methodologies and programmes, in particular in the area of law enforcement capacity building and contribute to their promotion and dissemination. • Contribute to, disseminate and promote the use of UNODC tools, including handbooks and training curricula. • Support and participate in workshops, training sessions and conferences as required, including preparing and delivering presentations. • Contribute to programmatic and administrative tasks, including monitoring the expenditures and utilization of funds in the assigned areas of responsibility; and drafting parts of or contribute to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, funding proposals, programme performance reports. • Contribute to identifying areas for inter-agency cooperation and joint programming, including the collaboration with other multilateral institutions, civil society and communities; • Support monitoring of programme activities and donor reporting under the Lao TOC programme. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in social sciences, international relations, law, criminology, security studies or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two (2) years of progressively responsible professional work experience in law enforcement or border management, including in an international setting OR the successful completion of the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Work experience in technical cooperation and programme/project development and management (programme planning, preparing project budgets and project implementation) in the above-mentioned areas is desirable. Work experience in contributing to the provision of technical assistance in law enforcement, countering transnational organized crime or enhancing border management is desirable. Practical experience working in a law enforcement institution is desirable. Relevant experience in a field environment in development contexts is desirable. Work experience in programme planning, monitoring and reporting is desirable. Experience working with the United Nations system or similar international organizations is desirable. Experience in data analytics or related area is desirable.
